Safe Street Crossing for Children on Seawell School Road

Safe Street Crossing for Children on Seawell School Road
The Issue
I would like to petition the Mayor of Chapel Hill and Town Council to take a look at the traffic violations on Seawell School Road during peak hours in the morning and afternoon as children are going and coming from school.
The concern is deep and specific to the Crosswalk at the corner of Seawell and High School Roads. Although there is proper signage there is nothing that reinforces that motorists have to yield to children and their parents in the crosswalk. (The sign of a human walking in the crosswalk is not working).
There are many reasons for this including but not limited to;
Drivers are NOT stopping for children crossing, in the crosswalk, to get to school.
There are no flashing lights or signs to stop when people step off the curb into the crosswalk.
Drivers are distracted - on the phone or possible texting as they drop off children at school. They don’t even see the children in the crosswalk.
Drivers are racing to drop their children off that may be late.
Traffic has increased and it is dangerous to pass on the Seawell School Road as parents line up to drop kids off on the road (yes, they are dropping and picking up children on the road).
Traffic has increased and it is dangerous to pass on the Seawell School Road as parents line up to get into the kiss and go lane. This forces cars to pass unsafely into on-coming traffic.
There is no police officer directing traffic in front of the Seawell School Road schools. The Estes Drive schools have had a police officer directing traffic during drop-off and pickup for many years.
Drivers are not obeying the speed limit.
