Industry Allowed:
Bio-Medical facilities (think pandemic outbreaks)
Electronic Assembly/Hi-Tech Manufacturing (heavy water usage and pollution in a water deprived area)
Plastic Products Molding/Reshaping (Delaware River latex spill and drinking water pollution)
Stone/Clay/Glass Manufacturing (carcinogenic dust and toxic chemicals use)
All battery manufacturing (toxic chemicals use)
Manufacturing processes w/hazardous byproducts
PFAS use and manufacturing (forever chemicals)
Manufacturing Processes not listed have the potential to contaminate our river in ways that will be harmful to our river, vegetation, and humans.
In addition, the development agreement allows Cut and Fill up to 15-20 feet (this means dig down or pile dirt which can cause flooding and potentially open the water table, causing lower river levels), stacking of shipping containers 80 feet high, 120 foot cranes to lift those containers with 24/7 light pollution, and 24/7 75-85 decibel loud noise. These are a few of many dangers to our beloved river, San Marcos communities, and neighbors.
Who we are...
Last month my neighbor mentioned the SMART terminal rezoning at our HOA meeting. A week later, I saw a post on the neighborhood app of a notice given to a neighbor. That post prompted another neighbor to hold a meeting at her house. At that meeting, we decided to organize because we felt that the WHOLE community and local businesses have the right to participate in this process and that we deserve a seat at the table when the city and developers discuss plans for our communities.
If you signed the last petition we created to Delay the SMART Terminal Rezoning to HEAVY INDUSTRIAL, THANK YOU! The Planning and Zoning Commission of San Marcos granted us until March 28, 2023 to spread the word and inform. We held a Town Hall in Martindale to give information on important dates and how you can help too! Our contact is below if you would like a link to view the PowerPoint presentation we presented at the meeting. We have also broken down the massive 42-page Development Agreement down to 7 easy-to-read pages and are happy to share.
As community members ourselves, we understand this is a large commitment, and that arrangements can be complicated, especially since many of us commute. Most of us work full time jobs but are committed to making sure our community is protected and we get a seat at the table. We have been communicating with the developer to host a meeting during a time and day so that citizens can ask the developers questions and express concerns in person as a community.
Coming together as a community on this issue is crucial. We invite you to join us.

1/27/2023 - Personal notices mailed about rezoning, posted signage required
1/30/2023 - Adjacent property owners received notices
2/7/2023 - City Council meeting to vote on annexation
2/11/2023 - Annie & Noah discover posted signs not visible (they were never visible)
2/14/2023 - P&Z votes to delay so that developer can work with concerned community members
2/26/2023 - Citizens hold Community Town Hall to spread awareness of the Rezoning request to Heavy Industrial
3/28/23 - Planning and Zoning approves Heavy Industrial use 4-5.
4/18/23- City Council SMART hearing at 6pm
