Change the Jefferson Hills Borough Code, end animal cruelty and needless killing

The Issue
Thank you for supporting both animal welfare and your community!
Currently, Jefferson Hills has a problem. That problem is the handling of stray cats, also known as community cats.
These cats are unowned, feral and typically migrate between what are known as Colony Managers, or feeders.
These Colony Managers are vital to the effort to control population size. Without Colony Managers, the community cats become unmanageable within our community. Populations spin out of control, and the problem multiplies.
Jefferson Hills has had several issues with neighbors killing these cats. Instead of pursuing cruelty cases against these individuals for breaking state law, Jefferson has recently enacted code that makes managing Community Cats as a Colony Manager nearly impossible without penalties.
The Jefferson Hills TNR Coallition is determined to change this code, and bring those who commit acts of cruelty to justice.
TNR stands for Trap Neuter Return. In this process, a dynamic and multi-faceted system is applied to humanely reduce feral cat populations while also protecting our communities. Cats that are deemed behaviorally ineligible by professionals, are not removed or put up for adoption. They are simply fixed, vaccinated, dewormed, and treated for fleas and ticks prior to their return to a trusted feeder that can keep an eye on them, allowing opportunity to revaccinate when appropriate.
Kittens and friendly individuals are fostered and adopted into loving, indoor homes.
The Jefferson Hills TNR Coallition does this at their own expense as well as through crowd funding and sponsors. This Coallition is run by professionals, with over 30 years combined TNR experience, a Masters degree in Biology, social media team, and of course- trappers and fosters who are also veterinary technicians.
If the borough continues to tie our hands, there is no other solution. Shelters will not typically intake ferals, and have been over capacity for the last 6 months, denying new intakes. How do we know this? We’ve worked in shelters as paid employees and rescue partners for years. By stifling TNR, inhumane and cruel treatment is left unchecked. Let's formally define colony managers, community cats, and TNR as most other major municipalities have successfully accomplished. Killing the cats is illegal on a state level. This will be pursued regardless of the borough's stance. However, it is easiest and most efficient for all if we let the professionals carry out the only scientifically proven methodology to solve this issue. TNR.
