Every day, I go on Facebook and see countless posts of people desperately seeking homes for their beloved pets due to restrictive 'no pet' housing policies. It breaks my heart to witness so many animals in need of homes, languishing in overcrowded shelters. These innocent creatures, with hearts and lungs just like ours, deserve the chance to live in a loving home, just like we do. This situation is not just a personal matter; it's a crisis affecting many families and shelters across Portland, OR.

Current rental property policies that outright deny pets contribute significantly to this problem. Instead of blanket bans, why not enforce reasonable measures to address potential concerns? Property owners often worry about damages or specific breeds, yet a more balanced approach exists. We propose that rental properties require tenants to have pet insurance to cover any damages. Furthermore, for those wary of specific breeds or larger dogs, implementing specialized contracts and licensing could alleviate these concerns.

According to the Oregon Humane Society, over 10,000 animals are surrendered annually due to housing issues alone. This number is exacerbated by the 'no pet' policies, leading to shelters being filled beyond capacity. Oregon Public Broadcasting reports that our shelters are struggling to cope, especially as adoption rates decline due to housing restrictions.

The connection between humans and animals is profound, offering emotional and psychological benefits. Numerous studies have demonstrated that pet ownership reduces stress, increases happiness, and improves overall mental health.
