Change NH State Law to Allow Dogs in Restaurants at Owner Discretion

The Issue

Current NH State Law allows dogs to be present only at outdoor dining venues at the discretion of the restaurant owners. While it is a very common practice within the state for restaurant owners to allow dogs inside their venues, this is actually a finable violation in this state which bans non-service animals from indoor dining venues and grocery stores. Restaurants that are dog friendly are taking a risk in allowing dogs inside their indoor dining areas. 

While it's true that allowing dogs into restaurants will increase the burden of keeping the dining area clean that is a choice that many restaurant owners are already making, it is the restaurant owner and not the state that should be making this decision. If the restaurant owner wants to run an elegant no-dogs-allowed establishment, fine. If the restaurant owner wants to run a laid-back fido-friendly cafe, that's fine too, let it be up to them. By legislating this choice for them we're putting an unnecessary legal risk and regulatory burden on restaurant owners. Let's fix that by changing NH Title XLV 466:44 to allow dogs into a restaurant dining area at the owners discretion.
