Change modifying, or removal of Florida Sunshine Law involving Child Rape Cases

The Issue


I'm Dawn Fairbee, former Deangelo. I was sexaully assaulted on June, 6th, 1994 before 12 noon, by a man name Avilet Leordzgario Jimence, aka his nick name Banago he called himself, and Paidro his girlfriend called him, which is Mexican Spanish language for stupid, which I agree he was stupid but that's beside the point. On June, 7th, 1994, early in the morning, my mom called off work and took me to Delray Beach Police Department, where we meant Dept Caldwell who took me to the Special Victims unit to meet with the Detective Glasico Martin, who took the information down, and I testified with against Jimence. My mom was Patricia Marie Deangelo, she worked at Burger King in Delray Beach, Florida back then. Before the rape, My mom needed a baby sitter, so my friendsmom Mel, told her about a women named Cansandra Goodwin who had three kids, and does free babysitting. No one knew she had three physiologically damaged children Tica, Bubba, and Shane, or that Jimence even existed much less raping kids. So my mom took us to her house that day, I didn't like her and mentioned she's different, she smells bad, no teeth. My mom didn't hear me. I mentioned all this to the police. I tried to pursue the case in 2011, with Dept Caldwell who become Sgt of Detectives in 2011, and he told me he got me justice, but years later in 2023, that wasn't the case. Former Sgt of  Det Glasico Martin retired with CPTSD, caused by my case they said. Not blaming me, but that he worked on it for years, and nothing. The current Sgt of Detectives finally after my third try on that case, told me theres nothing now can be done unfortunately, we are so sorry Ma'am. The sunshine law, requires a ten day window of time frame you're mom had to take you to Delray Beach Community Hospital ER and get a rape kit done. Kit was done, but over that ten days. You got one court hearing after his arrest, but then moved and no one heard from you guys until 2011. So he walks, unless another rape victim now comes forth. I want to change Sunshine Laws, statute of limitations, give FL rape victims a chance to get justice many years later given their circumstances, and rights like in Ohio laws 2011 and 2017. We can go by a different name, then Ohio has without violations of any FL laws, and modify the current law or remove it. I want to fight for the victim's, and won't give up. I was told instead of feeling sorry for myself and the three kids in 1994, that are missing to get up and try doing something about it.
