Change major issues impacting Tricare providers

The Issue

To the Honorable Members of the House Committee on Veterans’ Affairs:  health professionals, clinical leaders, and allied professionals serving veterans, active-duty service members, military families, and survivors urge immediate action to address critical issues within the TRICARE system. Recent actions have severely disrupted care delivery and threatened access to essential mental health services. Providers nationwide report retrospective recoupment demands, payment reversals, delayed reimbursements, and system-attributed billing errors, often spanning months or years, despite claims having been reconciled in good faith. These issues arise without sufficient transparency, consistent notice, or opportunities for collaborative resolution. **Impact on Providers** These practices strain community-based providers, pivotal extensions of military and veteran healthcare. Many small and mid-sized practices face: - Unexpected financial liabilities - Overwhelming administrative burdens - Disproportionate legal and accounting costs - High risk of withdrawing from TRICARE **Impact on Veterans and Military Families** The downstream impact is troubling: - Reduced provider participation in TRICARE networks - Longer wait periods and fewer specialty care options - Care disruptions for high-risk groups - Increased emergency and crisis service reliance Mental health care is vital, not supplemental. Continuity, trust, and therapeutic relationships are crucial for many veterans and families' recovery. Administrative instability undermines these foundations. **Our Request** We urge the House Committee on Veterans’ Affairs to: 1. Initiate oversight hearings into recent TRICARE payment, recoupment, and contractor practices. 2. Assess access to care impacts, particularly for mental health and trauma-related services. 3. Review contractor accountability for system-wide errors causing provider financial harm. 4. Recommend policy safeguards ensuring fair notice, reasonable timelines, and due process. 5. Support stabilization measures, safeguarding provider participation and veteran access. **Conclusion** Providers serving veterans hold a duty-bound commitment. Federal systems supporting this mission must mirror fairness, transparency, and shared responsibility principles. Safeguarding providers is inseparable from protecting veterans.
