Change food truck legislation in the Harris Park West Conservation Area

The issue

As residents and friends of Harris Park and surrounding areas, we wish to draw the City of Parramatta Council’s attention to our concerns about the impact food trucks are having on the amenity and integrity of the Harris Park Heritage Conservation Area (HCA).

We are seeking Council’s assistance to remove and/or reduce the impact food trucks are having on the amenity and integrity of the Harris Park Heritage Conservation Area (HCA), through amendments to the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 (Codes SEPP) provisions.

We ask that our objections and concerns be passed on to the Minister for Planning and Public Spaces/ Secretary of the Department of Planning and Environment and the State Member for Parramatta Ms Donna Davis, requesting the following amendments to the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 (Codes SEPP) provisions relating to food trucks, to remove and/or reduce the impact this use has on heritage sites and areas:

  1. Food Trucks on listed heritage sites or within Heritage Conservation Areas (HCA) to no longer be a form of exempt development so they can only operate if it is permitted in the zone, and development consent is granted for their use.
  2. Consideration be given to inserting, as an exempt development standard, limits on the number of days a Food Truck can operate on a heritage listed site or within an HCA to no more than 30 days in any calendar year and no more than 5 consecutive days.
