The Issue
The animal shelters are at capacity!!! It saddens me to see all these dogs and cats sit in these shelters for years and sometimes forever, or be euthanized. We could reduce the number of homeless pets by enacting stricter breeding laws. You should have to have a breeders license to breed your animal, and the licenses should Just be handed out to anyone willing to fill out the paperwork. The laws for breeding are completely outdated and need recalibrated. Puppy mills need to be completely illegal and shut down.
Because backyard breeding typically occurs within private homes, it often goes undetected. It also contributes to pet overpopulation, facilitates dog fighting and gang activity, and burdens consumers with sick puppies
Because puppy mills and backyard breeders choose profit over animal welfare, their animals typically do not receive proper veterinary care. Animals may seem healthy at first but later show issues like congenital eye and hip defects, parasites or even the deadly Parvovirus
Individual dog breeders are just as unethical as any puppy mill but on a smaller scale. Not only is using an animal's reproductive ability to make a quick buck lazy and wrong—doing so also adds to the overpopulation and homelessness crisis, just as puppy mills do.
The shelters are full and they can not keep up with the overpopulation. Every county in Ohio is affected by these problems and change needs to occur.
