To those of you who signed this petition… THANK YOU!!!! for your activism. We are grateful that you also oppose the fence that would, if constructed, contribute to the destruction of a site that is sacred to Japanese Americans. When we started this petition in 2013, we directed our objections to the Federal Aviation Administration. Last month, Modoc County, California, opened a “public comment” period for us to voice our objections. Using this petition, we informed the local Board of Supervisors of our opposition to the proposed fence. Now that the comment period is closed, many of you have asked about the next stage. The County will create an Environmental Impact Report (CEQA) and Environmental Assessment (NEPA), documents that cover a multitude of subjects related to the airport’s geological, geographical, biological, archeological, historical and cultural environment as it relates to the fence. The process is called “scoping,” a consideration of the concerns raised during the comment period and an examination of how to address them. The draft EIR and EA is expected to go through another comment period. We are told this will be likely in late 2017 or early 2018. The report review and analysis stage is a key period in the administrative process, looking at the details of impacts and remedies or alternatives, especially issues the reports don’t cover or cover inadequately. After revisions and more review, it goes to the Modoc County Board of Supervisors, for revision or approval. If we believe the document does not consider our issues satisfactorily, this stage would be the time to file a legal challenge. We may need your support again to send additional emails to decision makers. It has been a profound experience to see that so many people care about and understand the significance of this American civil rights site. Those of us — from California to the Midwest to the Pacific Northwest to the East Coast — who were in the trenches working to preserve Tule Lake, are deeply grateful. With your support, we continue the decades-long struggle to resist and persist in the fight to preserve Tule Lake for future generations.
