AADHAAR VERIFICATION BEFORE VEHICLE REGISTRATION - BIOMETRIC/OTP-- Telangana State RTA

The Issue

My AADHAAR has been linked to a vehicle that is not owned by me. RC for that vehicle has been issued by RTA/MEDCHAL/TELANGANA without any basic verification of details.

This issue came to my knowledge when I went to buy a new two wheeler, TR was not being generated stating that my ADHAAR number is linked to some other vehicle from a different RTA.My RTA is UPPAL/TELANGANA and this vehicle was registered at RTA/MEDCHAL/TELANGANA.

My queries to the officials are as follows,

1.How can RTAs issue RC card without verifying basic details such as AADHAAR number, name and details associated with AADHAAR number. Linking my AADHAAR number has been made compulsory, but why there is no cross verification ? 

2.Linking my AADHAAR number to a vehicle not owned by me is a theft of my unique ID given by GOI. How can this happen ?

3.What are the guidelines given to state RTAs to use the AADHAAR based information for issue of vehicle RC ? If no guidelines were issued by CEO UIDAI to Telangana Transport department ,why was AADHAAR made compulsory for vehicle registration ?

4.If AADHAAR is mandatory for vehicle registration , why is there no OTP based AADHAAR verification ( like in the case of LPG connection by vendors ) before RTA issues RC card ? Is the AADHAAR entry field on the RTA web application,  a mere text box?

5. What would be repercussions if any anti-social activity has happened with that vehicle ?

6. How can insurance authorities pass any claims for the person if the AADHAAR linked with RC is not correct ?

7. Who is to be held responsible for this? RTA employee who issued RC without basic verification or the authorities who approved the vehicle registration. What action will be taken against this negligence on part of RTA/MEDCHAL/TELANGANA?

Complaint was given in person to DTO/MEDCHAL on 22.06.2019 with necessary documents.The officials are themselves not sure as to how this happened. Emails written to support team , transport commissioner , Joint transport commissioner and relevant officers , no response.

The motive of this is to enable aadhaar based OTP verification/bioemtric/eKYC verification of the submitted aadhaar before registration of vehicle.

This is a clear misuse of our unique digital identity and outright violation of CMVR act 1989 - Chapter -III rule 48 ; that reads

On receipt of an application under rule 47 and "after verification of the documents" furnished therewith, the registering authority shall,subject to the provisions of section 44, issue to the owner of the motor vehicle a certificate of registration

This petition is asking for a verification through eKYC or OTP based system as per the CMVR act of 1989.

I request all the people , please understand the importance of this. This here is a theft and misuse of your unique identity without any verification.Please , lets join hands and raise this issue to the concerned officials to get his sorted at the earliest.
