Stop fining staff at Broomfield Hospital for parking

Insufficient staff parking at Broomfield Hospital means staff are often forced to park in visitors parking spaces. As a result staff are receiving fines, threatening letters from debt recovery companies and even ballifs coming to their door despite paying monthly direct debits for staff parking permits. This is creating additional financial and emotional stress to already overstretched NHS staff.
Solitions currently offered by the trust are to pay additional costs for a park and ride service which closes at 7pm so is not suitable to many staff working later or 'to park in town and get a bus in.' This would require exhausted staff finishing at 10pm to get the bus and walk through town in the dark which is clearly inappropriate and unsafe.
The parking in currently being run by a private company called Gemini Parking so all parking fees and costs are not even directly benefiting the hospital.
There are several possible proposed solutions to be considered:
1. Stop parking from being managed by private companies.
2. Provide additional staff parking.
3. Safeguard staff from being subject to parking fines.
4. Provide an economical and time appropriate park and ride service.
