Ibe Nyshere Lyles, 42, of the 100 block of Mallard Court, Elkton, Md chained his dog to the fence while he continued to beat him and strangle him to death.  His excuse? The dog urinated on his sofa.  The maximum penalty is 3 years jail time.  Justice is needed for his dog, Deuces.  He cannot speak so we must be his voice.  Animal Abuse demands harsher punishments.
