The Issue

Cecil Bell Jr. is a Republican member of the Texas House of Representatives from District 3. He represents Waller County and part of Montgomery County in suburban Houston, Texas.

In early 2015, with a supreme court decision impending, Bell proactively pushed many anti-gay pieces of legislation into the foreground of the fight, most notably the notorious HB-623. HB-623 was designed to insure that IF the Supreme court legalized same sex marriage that any state employee assisted a gay couple in getting a marriage licence, their salary would be revoked:

The bill garnered the majority of support in the Republican house, only to be killed when Democrats stalled the vote on the measure.
On July 26th 2015 SCOTUS ruled that same sex couples have a constitutional right to marriage, but Bell thinks otherwise. Bell thinks his "religious freedom" trumps the law of the land and is encouraging Texas to resist the ruling:

This petition hereby calls for the resignation of Cecil Bell Jr. from The Texas House of Representatives. Bell doesn't serve the best interest of Texan citizens, especially for LGBT Texans, and he wants to penalize state employees for following federal law.

If Mr. Bell won't resign he should at least admit his bias in the concept of "religious freedom"- that it is free if he thinks it's valid. In other words, what if a handful (or many) Churches stood up in support of same sex marriage? If his religious beliefs have the liberty of keeping SSM illegal, then why don't the religious beliefs of pro-LGBT Religious folk count? Furthermore why should religion factor into the civil institution of marriage at all?
