When one is trying to transfer money from one account to another and network fails, the sender will be debited but the receiver will not be credited.  Bank will seize the money for as long as they want.

Sometimes, it can last for months. Some customers will give up and bank will keep the money. This is pure scam.

Even when one is lucky to receive his/her money after some months, they will return the money without interest.
