ENGLISH:

The undersigned citizens, tired of the situation of illegality and insecurity in which the current management of the municipal dog pound to Caserta (New Village Dog Ltd) are forced to deal with 430 dogs and 40 cats in-house guests, sign this petition, that the Administration City should act as soon as possible to ensure the basic rights of dogs and cats hospitalized in municipal kennels in Via Sant'Antonio fraz. Hercules. He asks, then:

1) That the City Council restores immediately the payment for the maintenance of the 290 dogs provided by the Convention, providing also a repayment plan for paying all the bills already submitted by the operator and not yet paid.

2) That the City Council draws up a financial commitment for the dogs in excess already present in the facility and whose input has always been promptly notified.

3) that the Council plans a spending commitment as regards the maintenance of the 40 cats that hotel guests, up to now, been kept and maintained exclusively at the expense of the manager and volunteers.

4) That the Community shall as soon as the expansion of the structure (as indeed often promised) so that solved the serious problem of oversupply and a consequent reduction of habitats in which animals are forced to live guests.

5) That the Prefecture and the Ministry for work, health and social welfare to provide for appropriate investigations to clarify why the ASL CE / 1 has not used drugs for prophylaxis (vaccines and warmers), postoperative therapy ( antibiotics) and anesthetics to the outpatient facility established within the municipal kennels in Caserta, all essential drugs in the practice of sterilization and the initial reception and protocol that, at present, are purchased at the expense of the manager and volunteers. The undersigned citizens as well as the normal sense of civic duty, they appeal to all provisions of L. No And LR 281/91 16/01 enacted to protect the welfare of stray animals and prevention, which, at present the facts seem to be constantly rejected by all government deputies to respect them.

I sottoscritti cittadini, stanchi della situazione di illegittimità e precarietà in cui gli attuali gestori del canile municipale di Caserta (Nuovo Village Dog srl) sono costretti ad occuparsi dei 430 cani e 40 gatti ospiti della struttura, sottoscrivono la presente petizione, affinchè l’Amministrazione comunale provveda, al più presto, a garantire i diritti primari dei cani e dei gatti ricoverati nel canile municipale di Via Sant’Antonio fraz. Ercole. Si chiede,dunque:

1) Che il Comune ripristini immediatamente il pagamento per il mantenimento dei 290 cani previsti da convenzione,predisponendo,altresì,un piano di rientro per il pagamento di tutte le fatture già presentate dal gestore e non ancora saldate.

2) Che il Comune predisponga un impegno economico anche per i cani in esubero già presenti nella struttura ed il cui ingresso è stato sempre, tempestivamente comunicato.

3) Che il Comune preveda un impegno di spesa ANCHE per il mantenimento dei 40 gatti ospiti della struttura che, sino ad oggi, sono stati curati e mantenuti solo ed esclusivamente con spese a carico del gestore e dei volontari.

4) Che il Comune provveda al più presto all’ampliamento della struttura (come peraltro più volte promesso) affinché sia risolto il grave problema del sovrannumero e della conseguente riduzione degli spazi vitali in cui sono costretti a vivere gli animali ospiti.

5) Che la Prefettura e il Ministero per il lavoro,la salute e la previdenza sociale predispongano accertamenti idonei a chiarire per quale motivo l’ASL CE/1 omette di fornire i farmaci per la profilassi (vaccini e vermifughi), la terapia postoperatoria (antibiotici) e gli anestetici alla struttura ambulatoriale istituita all’interno del canile municipale di Caserta, farmaci tutti indispensabili nelle pratiche di sterilizzazione e nel protocollo di prima accoglienza e che,attualmente,vengono acquistati a spese del gestore e dei volontari. I sottoscritti cittadini,oltre che al normale senso civico, fanno appello alle previsioni tutte delle L. n. 281/91 e L.R. 16/01 emanate a tutela del benessere animali e prevenzione del randagismo,che,allo stato attuale dei fatti,appaiono essere costantemente disattese da tutte le Amministrazioni deputate al rispetto delle stesse.
