The Issue
This is a petition to stop the re-zoning on Carter Road in order to build 300+ homes. I shared a letter written by a local resident which describes this situation in more detail. Please Sign and Share to help us save our road, our town, and our wildlife.
Dear Mayor and Commissioners,
There is a pending re-zoning coming before you soon on Carter Road. It is approximately 120 acres, north of Deland Municipal Airport and, I believe, contiguous to Sperling Sports Complex. The property has been in the county with a rural designation on the comprehensive plan. Zoning is predominately A-1 zoning having 10 acre requirements.
I am sure the applicant will tell you about the mobile home park adjacent to the property, this is true. However, it is a senior only park which generates very little traffic, mostly older residents (over 55), no children, and few cars. This is no comparison as to what is being proposed.
Developers have the same old story. They want 300 homes, so they are asking for 500. After they are turned down for 500 homes; they will tell you "We heard you and we want to work with you, how about 300 homes? And how about we donate some land for a park?" Would this park be for the public or only for their development? They come across as good citizens, working with the community. Not so fast!
This is a rural area. Carter Road cannot handle the additional traffic this development would bring. This would be creating an enclave. Fire and police will have to come through Sperling or the airport. New residents will raise Cain about the noise from the air traffic; and even more so if the proposed tower installation occurs to increase flights in and out of the airport.
I know growth is coming; however, this is not a good fit, and is premature. I ask you to visit the pattern of the proposed development; look at Carter Road; drive down Marsh Road to the north where you see mostly farms, agriculture, and large parcels. Ask yourself "Is this, would this, be a good fit for the area?"
Storm weather is another serious concern. There is a creek on this property which brings storm water from behind the mobile home park across Cross Branch Road which has had several washouts during heavy storms. The water then flows north crossing Carter Road. This area floods across Carter Road during heavy storms; the water stays. Several wrecks have occurred due to the flooding. Adding 300 homes with impervious service will cause additional flooding; of which the city will be liable. Much of the property is low and borrow pits will not correct the issue. I ask you to give this your best review and to do what is best for our community. There is not a problem with annexing the property, the issue is changing the zoning. Hopefully the change would only change to 5-acre parcels, from the 10-acreas it is currently. Three hundred homes would mean 75' lots which is not appropriate.
