Estimados y distinguidos señores:

Los ciudadanos cubanos firmantes de esta solicitud expresamos nuestro más profundo respeto y confianza en sus liderazgos, y les solicitamos considerar una acción decisiva que devuelva a Cuba los principios republicanos sobre los que fue fundada.

Desde 1933, Cuba ha sufrido un proceso de deterioro político, económico y social que culminó en el establecimiento de un sistema socialista, perpetuando la opresión y la miseria en nuestra nación. En este contexto, nos dirigimos a ustedes para solicitar la aplicación del artículo 3 del acuerdo bilateral conocido como Enmienda Platt, anexado a nuestra Constitución fundacional de 1901 y derogado ilegítimamente el 29 de mayo de 1934.

El texto del artículo dispone lo siguiente:

"El Gobierno de Cuba consiente que los Estados Unidos puedan ejercitar el derecho de intervenir para la conservación de la independencia cubana, el mantenimiento de un Gobierno adecuado para la protección de vidas, propiedad y libertad individual, y para cumplir las obligaciones que, con respecto a Cuba, han sido impuestas a los Estados Unidos por el Tratado de París."

Esta solicitud se fundamenta en reconocer la ilegitimidad del proceso llevado a cabo en 1934 por el expresidente Franklin D. Roosevelt, con la colaboración de los señores Cordell Hull y Sumner Welles. Consideramos que dicho acto fue producto de las influencias del socialismo en la región, lo que permitió la derogación de un acuerdo bilateral vital sin el respaldo constitucional adecuado, legitimando a un gobierno provisional nacido de consecutivos golpes de Estado y con un Congreso inactivo.

Históricamente, la Enmienda Platt demostró ser un instrumento esencial para preservar la República en momentos críticos, como ocurrió en 1906, 1912, 1917 y 1921. Sin embargo, la derogación irregular del acuerdo en 1934 marcó el inicio de un declive que aún padecemos.

Por ello, solicitamos a su distinguido gobierno considerar una posible intervención humanitaria, amparada en las condiciones actuales de nuestra nación, que no solo amenazan la seguridad nacional de los Estados Unidos, sino también los principios de libertad y democracia en el hemisferio occidental.

Una vez más, necesitamos a los hijos valerosos de la gran nación americana para retomar el lazo que nunca debió romperse. Ambos, la nación americana y los cubanos liberados de la dictadura castrista, se beneficiarían de las siguientes medidas:

- Liberación inmediata de todos los presos políticos y de conciencia.
- Implementación de un plan de emergencia sanitaria y alimentaria para evitar una explosión social tras más de 65 años de represión y miseria.
- Continuación del proyecto inicial para la construcción de bases navales adicionales.
- Compromiso como aliado leal y firme en la lucha contra el narcotráfico y la inmigración irregular.
- Protección del Golfo de México y la costa sur de los Estados Unidos.
- Prohibición de nuevas bases militares o centros de escucha por potencias extranjeras y eliminación de los ya existentes.
- Restitución de propiedades confiscadas y expropiadas a sus legítimos propietarios, exceptuando aquellas actualmente utilizadas como viviendas, por las que el estado cubano deberá compensar a los herederos legítimos.

Para garantizar la continuidad de esta solicitud, proponemos que, con el apoyo y control de la Armada de los Estados Unidos, se active la Ley Libertad (Helms-Burton) de 1996, como segundo paso hacia el restablecimiento de la República de Cuba y su plena soberanía bajo un gobierno democrático.

Dear and Distinguished Gentlemen:

The undersigned Cuban citizens respectfully express our deepest regard and confidence in your leadership and request your consideration of decisive action to restore Cuba to the republican principles upon which it was founded.

Since 1933, Cuba has endured a process of political, economic, and social deterioration, culminating in the establishment of a socialist system that has perpetuated oppression and misery across the nation. Against this backdrop, we address you to respectfully request the application of Article 3 of the bilateral agreement known as the Platt Amendment, annexed to our foundational Constitution of 1901 and illegitimately repealed on May 29, 1934.

The article states as follows:

"The Government of Cuba consents that the United States may exercise the right to intervene for the preservation of Cuban independence, the maintenance of a government adequate for the protection of life, property, and individual liberty, and for discharging the obligations with respect to Cuba imposed by the Treaty of Paris upon the United States, now to be assumed and undertaken by the Government of Cuba."

This request is grounded in the recognition of the illegitimacy of the process carried out in 1934 under President Franklin D. Roosevelt, in collaboration with Messrs. Cordell Hull and Sumner Welles. We consider that this action was influenced by the spread of socialism in the region, allowing the repeal of a vital bilateral agreement without adequate constitutional support, thus legitimizing a provisional government born of consecutive coups d’état and a Congress rendered inactive.

Historically, the Platt Amendment proved to be an essential tool for safeguarding the Republic in critical moments, as evidenced in 1906, 1912, 1917, and 1921. However, the irregular repeal of the agreement in 1934 marked the beginning of a decline that continues to affect us today.

Therefore, we respectfully urge your distinguished government to consider a potential humanitarian intervention, justified by the current conditions in our nation, which not only threaten the national security of the United States but also jeopardize the principles of freedom and democracy in the Western Hemisphere.

Once again, we turn to the valiant sons of the great American nation to restore the bond that should never have been broken. Both the American nation and Cubans liberated from the Castro communist dictatorship would benefit from the following measures:

• Immediate release of all political prisoners and prisoners of conscience.
• Implementation of an emergency healthcare and food program to prevent a social explosion after more than 65 years of repression and misery.
• Continuation of the initial project for the construction of additional naval bases.
• Commitment as a loyal and strong ally in the fight against drug trafficking and irregular immigration.
• Protection of the Gulf of Mexico and the southern coast of the United States.
• Prohibition of new military bases or listening centers by foreign powers, as well as the elimination of existing ones.
• Restitution of confiscated and expropriated properties to their rightful owners, except for those currently used as housing, for which the Cuban state must compensate the rightful heirs.
To ensure the continuity of this request, we also propose that, with the support and oversight of the United States Armed Forces, the Libertad Act (Helms-Burton) of 1996 be activated as a second step toward the restoration of the Republic of Cuba and its full sovereignty under a democratic government.
