Cape Drought Crisis - National Government must act!

The Issue

Bulk water storage e.g. building dams or large scale water augmentation projects is the National Government’s responsibility, as outlined by the Constitution.

In a constitutional democracy, solutions must occur within the framework of the law. The responsibility for water provision is divided between these three spheres of government, as per the National Water Act:

  • Major water infrastructure – National Government.
  • Supply systems for clean water delivery to households – Local Government.
  • Oversight and support – Provincial Government.


The national government has failed to build the new dams we need in the Cape, and existing projects are all delayed. Instead, the National Department of Water and Sanitation has wasted over R4.3 billion on corruption!

And, while Cape Town faces Day Zero – a huge disaster – the National Government said on Friday 26 Jan 2018 that they would ‘not offer a single cent towards the drought crisis’.
