The Issue

PETITION TO STOP THE CITY OF OTTAWA FROM OFFICIAL BILINGUAL STATUS

Whereas: The policy of Official Bilingualism is forcing Canadians to become proficient in French which is a minority language - heard widely only in Quebec & New Brunswick. Our 1982 Constitution was written by a French Prime Minister to increase the power of the minority French speakers so that unilingual English-speakers are no longer welcomed in Canada's Halls of Power and are essentially sentenced to a lifetime of job immobility.

Whereas: The French-speakers in Ontario (2011 census – 4.1% of the province), led by their elitist leaders (university professors & politicians) are attempting to pressure the City of Ottawa to be declared” officially bilingual” with the power of the courts to enforce French language services. Even the French Ambassador has decided to interfere with provincial affairs, which he has no business to do as a representative of France to Canada.

Jennifer Campbell wrote on April 14th (Ottawa Citizen): “The Embassy of France will back the movement afoot to make Ottawa a bilingual capital city by 2017, newly arrived French Ambassador Nicolas Chapuis said this week. “There’s an effort to make Ottawa an official bilingual capital and France will want to support that,” Chapuis said, speaking about Canada’s 150th anniversary celebrations in two years.

Whereas: It is a few native born French speakers (some from Quebec) continually asking for more policies, regulations and acts that move beyond actual needs. French is not a language spoken by most Canadians – it is, in fact, a language spoken by a self-assessed 17.5% (2011 census), the vast majority being from Quebec. According to the book, “Life After 40: Official Languages Policy in Canada”, edited by Jack Jedwab, executive director of the Association for Canadian Studies, “After four decades and billions of dollars spent on official bilingualism, just seven per cent of anglophones outside Quebec are able to carry on a conversation in French”.

Therefore: This petition is for Canadians to help us raise national awareness of the French agenda – Quebec is totally French territory; New Brunswick is quickly coming under the control of French-speakers; Ontario is next on their agenda which they hope to claim by 2017.  By expanding areas under the French Language Services Act, Ontario will quickly be controlled by the French-speakers.   It doesn’t matter where you live in Canada; after Ontario, the other provinces will fall like dominoes. We need your help to stop the French agenda NOW!!!

We have been notified that petitions that collect names only electronically will not be accepted by the City of Ottawa. To be effective in our quest to stop the City from capitulating to the French pressure groups, we need to submit hard-copy petitions. In view of this fact, would you please contact Kim McConnell at kimlian@bellnet.ca for a copy of the new petition that is addressed directly to the City of Ottawa. We will be very pleased to send you a copy of the petition which will have spaces for 10 signatures for you to help us collect hard-copy signatures. The French pressure groups (made up of French-speakers from the Academia as well as from the political arena in Ontario) are determined to make Ottawa officially bilingual by 2017, to celebrate the 150th Anniversary of Confederation. So far, the Mayor of Ottawa, Jim Watson, is resisting the pressure because he knows that official bilingual status for the City will enable the French special- interest groups to use the courts to force MORE French onto the Citizens of Ottawa - more French-only recreation groups, more French-only community-centres, more support for French businesses, more enforced translation of city documents, and on and on. There are only 14-15% French-speakers in Ottawa and most of the speak English. The City is already running a big deficit $41 Million and a long-term debt of $1.65 Billion. Do we need to continue using tax-payers' scarce dollars to create an elite based on a minority language? Please help us collect hard-copy signatures by contacting me at kimlian@bellnet.ca.
