Stiffer penalties for those who abuse children

I am starting this petition as a part of my campaign for social change for my English course. I have called my campaign the Protect U.s. & Canadian Kids movement. The reason for this title is the fact that I am a hockey player and would like to use hockey as my vehicle to enact change within the world.
The reason that I am focusing on the issue of abuse in general, specifically stiffer penalties for those who harm children, is that I was sickened to see a person who repeatedly abused children released from prison earlier this year. I have read Theo Fleury's book, Playing with Fire, and as a hockey player I found it truly disturbing that a coach would be so horribly abusive. The fact that someone in a position of power could repeatedly harm children and then not be in jail for a MUCH longer period of time is truly horrific. What message does this send to the victims?
