Online Signature Campaign Appeal to City Authorities for Swachh Nirmal Avirat Vishwamitri River 

We all know rivers are very useful to us, they provide potable water, cheap transportation, irrigation, electricity, swimming, water transport and the livelihood for many people nationwide. This easily explains why nearly all the major cities of India are located by the banks of rivers. The rivers also have an important role in Hindu Religion and are considered holy by many Hindus in the country. Most of the best ancient Vedas. Shastra, epics and history are connected with river. 

We all know River needs to be clean to provide freshwater that can be drunk safely, it acts as a source of food if it contained fish, its water could help with early agriculture.

Unfortunately, Vishwamitri River flowing through our own Vadodara city, does not happen to qualify on its parameters due to our negligence and apathy towards it as a city.

We have insufficient STP’s, SWP’s, those existing also do not have efficient functioning.
We do not have adequate data which can help make informed decisions about Vishwamitri River. 

Its being polluted at individual level, house hold, rapid commercialization, encroachment of ravines, industry level and agriculture side too. 

City authorities lack with information, confidence measures and cohesive action which builds trust among environmentalists and nature lovers and results in litigation and allegations

We have seen many proposals have been dropped/cancelled because lack of proper research, sustainability and far sightedness as a nature entity. 

Actions taken by city authorities sometime have to be stopped mid-way as they do not comply with Nodal Agencies and Environmental laws.

However, this time we see a huge budget has been announced, however, we as citizens of Baroda want that these funds should be utilized wisely and sustainably. After that is the hard earned money of the Tax payer.

We urge to take prompt action on below points by Vadodara Authorities:

Ø  Announcing the river zone: if already done, just announce it, as we announce forest limits of forest or city, why not take this initiative for a river too. So, entering the river zone, any type of construction, encroachment, poaching or removal of natural resources are prohibited. 

Ø  Make an announcement and details of it should be on Govt website and public domain.

Ø  Let’s plant as many as trees as possible: Local, District, State authorities to demarcate the river territory and massive plantation to be done

Ø  Awareness campaign against littering around the river, and penalizing those who are found red handed

Ø  Stop all unauthorized affluent dumping in river basin, identify the entities manipulating and taking legal action against them.

Ø  Periodic Check of all STP, SWP for water quality being released in river and periodic update of same on respective monitoring /responsible body portal. Like city administration and State Administration and National River Authority. Along with Flood marking indications publish the water qualify level to besides the river for making people aware of the water index quality, same can be done for air too. 

Ø  Maintain a “river log book” for periodic quality of water, flora, fauna and species.

Ø  Announcement of initiatives by all elected representatives to work for clean river and allocation of funds for the same. It includes corporators, councilors, MLA and MP. 

Ø  Request Police Commissioner and Municipal Commissioner to form a joint surveillance  team of their officials and vigilant civilian to monitor wrong doing or unlawful activities around the river

Ø  Educate citizens and create awareness and seek opinion from nature, heritage, wildlife, aquatic animals, flora and fauna, horticulture, architecture lovers, river side societies and dwellers to provide their view point to make a sustainable development alongside river

Ø  Make a river rejuvenation authority (samiti) of all cities/towns falling on the bank of river and ensure proper coordination to ensure best water utilization and continuation of river conservation efforts

Ø  Consider identifying all ancient monuments and geo-tagging them on the banks of river and initiate steps to restore them and allow access to Barodians.  Involve Navnath temple authorities and restoring the past glory of the river

Ø  Conduct a scientific survey for count of wild life species, birds, plants on river banks and regular update for the same.

Ø  Installation of big barricading around all bridges to block littering from miscreants, installing CCTV and occasional pickets during festive season.

Ø  Installing Big nets to trap floating waste in river, however same time ensure no wild life species gets entangled in it.

Ø  Erection of ground water recharge wells at various points of the river, trying to connect few lakes of city to river which can help buffering of flood water.

Ø  Installation of appropriate measures and system in place to measures the green cover, check soil health at various location, identify soil erosion points, status of current and past ground water table measure carbon dioxide

Ø  Involve NSS, NCC and RSS and other voluntary organization to promote, educate regulate cleaning river

What will be achieve if we start working from today before its too late
Afforestation on river banks leads to increased green cover. measures to contain soil erosion. recharge ground water table. sequester carbon dioxide

By protecting and restoring our rivers, we play a critical role in bending the biodiversity curve. 

We ensure healthy future for future generations to come.

We no longer hear someone say it a “Nalla” or “Gutter Ganga”
Rivers and the waters and nutrients they carry feed forests, wetlands and other terrestrial habitats, and are home to many of the more than 100,000 freshwater species, according to WWF

It is also observed that, living by the river, sitting on its banks, viewing it flow, listening the stream can increase the health quality, average life of humans and reduce daily stress-based situations.

શહેરનાં સત્તાધીશોને સ્વચ્છ, નિર્મળ, અવિરત વિશ્વામિત્રી નદી માટે ઑનલાઇન સહી ઝુંબેશ મારફત અપીલ

આપણે સૌ જાણીએ છીએ કે નદીઓ આપણા માટે ખૂબ જ ઉપયોગી છે. તે દેશભરમાં ઘણા લોકોને પીવા લાયક પાણી, સસ્તું પરિવહન, સિંચાઈ, વીજળી, તરણ-સુવિધા, જળ પરિવહન અને આજીવિકા પૂરી પાડે છે. ભારતના લગભગ તમામ મોટા શહેરો નદીઓના કિનારે આવેલા છે તેનું મુખ્ય કારણ આના પરથી સમજી શકાય છે. હિંદુ ધર્મમાં પણ નદીઓની મહત્ત્વની ભૂમિકા છે અને દેશના ઘણા હિંદુઓ તેને પવિત્ર માને છે. સૌથી શ્રેષ્ઠ પ્રાચીન વેદ, શાસ્ત્ર, મહાકાવ્ય અને ઇતિહાસ નદી સાથે જોડાયેલા છે.

આપણે સૌ જાણીએ છીએ કે સુરક્ષિત રીતે પી શકાય તેવું શુદ્ધ પાણી મળે તે માટે નદી સ્વચ્છ હોવી જરૂરી છે, કારણ કે તે ખોરાકના સ્રોત તરીકે કામ કરે છે. જો તેમાં માછલી હોય, તો તેનું પાણી પ્રારંભિક ખેતીમાં મદદ કરી શકે છે.

દુર્ભાગ્યવશ, આપણા વડોદરા શહેરમાંથી વહેતી વિશ્વામિત્રી નદી પ્રત્યેની આપણી બેદરકારી અને ઉદાસીનતાના કારણે તે આ માપદંડો પર નિષ્ફળ થાય છે.

અમારી પાસે અપર્યાપ્ત STP, SWP છે અને જે અસ્તિત્વમાં છે તે પણ કાર્યક્ષમ કામગીરી ધરાવતા નથી.

અમારી પાસે પર્યાપ્ત ડેટા નથી જે વિશ્વામિત્રી નદી વિશે માહિતગાર નિર્ણયો લેવામાં મદદ કરી શકે.

તેને પ્રદૂષિત કરનારા પરિબળોમાં વ્યક્તિગત સ્તર , આવાસીય વિસ્તારો, ઝડપી વ્યાપારીકરણ, કોતરોનું અતિક્રમણ, ઔદ્યોગિક સ્તર અને કૃષિનો સમાવેશ થાય છે.

શહેરના સત્તાધીશો માહિતી, આત્મવિશ્વાસના પગલાં અને સંકલિત પગલાંનો અભાવ ધરાવે છે, જેના કારણે પર્યાવરણવાદીઓ અને પ્રકૃતિપ્રેમીઓમાં પરસ્પર વિશ્વાસ ઉદ્ભવે છે અને તેના પરિણામે મુકદ્દમા અને આક્ષેપો થાય છે.

અમે જોયું છે કે પ્રાકૃતિક એકમ તરીકે તેના માટેના યોગ્ય સંશોધન, દીર્ઘકાલીનતા અને દૂરદર્શિતાના અભાવને કારણે ઘણી દરખાસ્તો પડતી મૂકવામાં આવી છે અથવા રદ કરવામાં આવી છે.

શહેરના સત્તાધીશો દ્વારા કરવામાં આવતી કાર્યવાહીને અમુક સમયે અધવચ્ચે અટકાવવી પડે છે કારણ કે તેઓ નોડલ એજન્સીઓ અને પર્યાવરણીય કાયદાઓનું પાલન કરતા નથી.

જો કે, આ વખતે અમે જોઈએ છીએ કે વિશાળ બજેટની જાહેરાત કરવામાં આવી છે. જો કે, અમે વડોદરાના નાગરિકો તરીકે ઇચ્છીએ છીએ કે આ ભંડોળનો સમજદારીપૂર્વક અને લાંબા ગાળા માટે ઉપયોગ થવો જોઈએ. આખરે તો તે કરદાતાની મહેનતની કમાણી છે.

અમે વડોદરા સત્તાધીશો દ્વારા નીચેના મુદ્દાઓ પર તાત્કાલિક પગલાં લેવાય તેની વિનંતી કરીએ છીએ:

નદી ક્ષેત્રની જાહેરાત: જો પહેલેથી જ નિર્ણય લેવાઈ ગયો હોય, તો તેની જાહેરાત કરી દો.

જેમ આપણે જંગલ અથવા શહેરની વન મર્યાદા જાહેર કરીએ છીએ, શા માટે નદી માટે પણ આ પહેલ ન કરીએ? તેથી, નદીના ક્ષેત્રમાં પ્રવેશતા, કોઈ પણ પ્રકારના બાંધકામ, અતિક્રમણ, શિકાર અથવા કુદરતી સંસાધનોને દૂર કરવા પર પ્રતિબંધ આવે.

જાહેરાત કરો અને તેની વિગતો સરકારી વેબસાઇટ અને સાર્વજનિક ડોમેન (Domain) પર હોવી જોઈએ.

ચાલો શક્ય તેટલા વધુ વૃક્ષો વાવીએ: સ્થાનિક, જિલ્લા, રાજ્ય સત્તાધીશો નદીના પ્રદેશનું સીમાંકન કરે અને મોટાપાયે વૃક્ષારોપણ કરવામાં આવે

નદીની આજુબાજુ કચરો ફેંકવા સામે જાગૃતિ અભિયાન અને જેઓ અઘટિત કૃત્ય કરતા પકડાય તેમને દંડ કરો.

નદીના તટપ્રદેશમાં એફ્લુઅન્ટનું તમામ અનધિકૃત ડમ્પિંગ રોકો, હેરાફેરી કરતી સંસ્થાઓને ઓળખો અને તેમની સામે કાયદેસરની કાર્યવાહી કરો.

નદીમાં છોડવામાં આવતા પાણીની ગુણવત્તા માટે તમામ STP, SWPની સમયાંતરે તપાસ અને સંબંધિત મોનિટરિંગ/જવાબદાર બૉડી પોર્ટલ પર સમયાંતરે અપડેટ. જેમ કે શહેર વહીવટ અને રાજ્ય વહીવટ અને રાષ્ટ્રીય નદી સત્તા. પૂર ચિહ્નિત સંકેતો સાથે લોકોને પાણીના સૂચકાંકની ગુણવત્તા વિશે જાગૃત કરવા માટે નદી ઉપરાંત પાણીની ગુણવત્તાના સ્તરને પ્રકાશિત કરે છે, તે જ હવા માટે પણ કરી શકાય છે.

પાણી, વનસ્પતિ, પ્રાણીસૃષ્ટિ અને પ્રજાતિઓની સામયિક ગુણવત્તા માટે "રિવર લૉગ બુક" જાળવો.

સ્વચ્છ નદી માટે કામ કરવા માટે તમામ ચૂંટાયેલા પ્રતિનિધિઓ દ્વારા પહેલની જાહેરાત અને તેના માટે ભંડોળની ફાળવણી. તેમાં કોર્પોરેટરો, કાઉન્સિલરો, ધારાસભ્ય અને સાંસદનો સમાવેશ થાય છે.

પોલીસ કમિશનર અને મ્યુનિસિપલ કમિશનરને વિનંતી કરો કે તેઓ તેમના અધિકારીઓ અને જાગૃત નાગરિકોનું સંયુક્ત પેટ્રોલિંગ જૂથ રચે, જેથી નદીની આસપાસ ખોટા કાર્યો અથવા ગેરકાયદેસર પ્રવૃત્તિઓ પર નજર રાખી શકાય.

નાગરિકોને શિક્ષિત કરો અને જાગરૂકતા ફેલાવો અને પ્રકૃતિ, વારસો, વન્યજીવન, જળચર પ્રાણીઓ, વનસ્પતિ અને પ્રાણીસૃષ્ટિ, બાગાયત, સ્થાપત્ય પ્રેમીઓ, નદી કિનારાની સોસાયટીઓ અને રહેવાસીઓ પાસેથી અભિપ્રાય મેળવો જેથી તેઓ નદીના કિનારે દીર્ઘકાલીન વિકાસ કરી શકે.

નદીના કિનારે આવતા તમામ શહેરોની નદી કાયાકલ્પ(Rejuvenation) સત્તા (સમિતિ) બનાવો અને પાણીનો શ્રેષ્ઠ ઉપયોગ અને નદી સંરક્ષણ પ્રયાસો ચાલુ રાખવા માટે યોગ્ય સંકલન સુનિશ્ચિત કરો.

તમામ પ્રાચીન સ્મારકોને ઓળખવા અને તેમને નદીના કિનારે જીઓ-ટૅગિંગ (Geo-Tagging) કરવાનું વિચારો અને તેમની પુનઃસ્થાપના કરવા અને બરોડિયનોને પ્રવેશ આપવા માટે પગલાં શરૂ કરો. નવનાથ મંદિરના સત્તાધીશોને સામેલ કરો અને નદીના ભૂતકાળના ગૌરવની પુનઃસ્થાપના કરો

વન્યજીવનની પ્રજાતિઓ, પક્ષીઓ, નદી કિનારા પરના છોડની ગણતરી માટે વૈજ્ઞાનિક સર્વેક્ષણ કરો અને તેના માટે નિયમિત અપડેટ કરો.

બદમાશોને ગંદકી કરતા અટકાવવા માટે તમામ પુલની આસપાસ મોટી આડશો (Barricading) લગાવવી, તહેવારોની ઋતુમાં સીસીટીવી અને પ્રસંગોપાત પિકેટ લગાવવા.

નદીમાં તરતા કચરાને ફસાવવા માટે મોટી જાળી લગાવવી, જો કે તે જ સમયે એ સુનિશ્ચિત કરો કે તેમાં કોઈ વન્ય જીવ પ્રજાતિ ફસાઈ ન જાય.

નદીના વિવિધ બિંદુઓ પર ભૂગર્ભ જળને રિચાર્જ કરતા કુવાઓનું નિર્માણ, શહેરના કેટલાક તળાવોને નદી સાથે જોડવાનો પ્રયાસ કરી રહ્યા છે જે પૂરના પાણીને બફર કરવામાં મદદ કરી શકે છે.

ગ્રીન કવરને માપવા, વિવિધ સ્થળોએ જમીનની ફળદ્રુપતા તપાસવા, જમીનના ધોવાણના બિંદુઓ ઓળખવા, વર્તમાન અને ભૂતકાળના ભૂગર્ભ જળની સપાટીની સ્થિતિએ કાર્બન ડાયોક્સાઇડ માપવા યોગ્ય પગલાં લેવાં અને સિસ્ટમની સ્થાપના કરવી.

નદીની સફાઈના નિયમનનો પ્રચાર કરવા તથા તેનું શિક્ષણ આપવા માટે NSS, NCC અને RSS તથા અન્ય સ્વૈચ્છિક સંસ્થાઓને પ્રોત્સાહન આપો.

બહુ મોડું થાય એ પહેલાં આજથી જ કામ શરૂ કરીએ તો શું પ્રાપ્ત થશે

• નદી કિનારે વનીકરણના કારણે હરિત આવરણ વધે છે. જમીનના ધોવાણને રોકવાનાં પગલાં. ભૂગર્ભ જળની સપાટીને રિચાર્જ કરો. કાર્બન ડાયૉક્સાઇડ અલગ કરો(sequester)

• આપણી નદીઓનું રક્ષણ અને પુનર્સ્થાપના કરીને, આપણે જૈવવિવિધતા વળાંકને વાળવામાં મહત્ત્વપૂર્ણ ભૂમિકા ભજવીએ છીએ.

• આપણે ભાવિ પેઢીઓ માટે સ્વસ્થ ભવિષ્ય સુનિશ્ચિત કરીએ છીએ.

• આપણે તે પછી કોઈને “નાળું” કે “ગટર ગંગા” કહેતા નહીં સાંભળીએ.

નદીઓ અને તે વહન કરે છે તે પાણી તથા પોષક તત્ત્વો જંગલો, પોચી જમીન અને અન્ય પાર્થિવ વસવાટોને પોષણ આપે છે, અને WWF અનુસાર, 1,00,000 થી વધુ તાજા પાણીની પ્રજાતિઓ પૈકી અનેકનું નિવાસસ્થાન છે

• એવું પણ જોવામાં આવે છે કે, નદીના કિનારે રહેવાથી, તેના કિનારે બેસીને, તેનું વહેણ જોવાથી, પ્રવાહનો ધ્વનિ સાંભળવાથી સ્વાસ્થ્યની ગુણવત્તા તથા માનવીના સરેરાશ જીવનમાં વધારો અને દૈનિક તણાવ આધારિત પરિસ્થિતિઓમાં ઘટાડો થઈ શકે છે.
