The Caltrans and OCTA proposal to widen the I-405 between the SR-73 and I-605 had an option for toll lanes that was soundly rejected by the community. This option was removed from the proposal. Now that OCTA has a new board they have reinstated a toll road option. The community sentiment has not changed about toll roads. Please choose Option 1 (2 new general use lanes), and remove all options that include Toll Roads. Please respect the decision of the last board and the community at large to keep Toll Roads out of this Improvement Project.

The last day to submit comments to Caltrans on the Supplemental Draft Environmental Impact Report/Environmental Impact Statement is Aug. 12, 2013. At that time all signatures and comments from this petition will be turned in to Caltrans.

RESOLUTION NO. 13-07-22-01
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE ROSSMOOR COMMUNITY SERVICES DISTRICT OPPOSING THE SCREENING OF CONCEPT A AND B HOT LANES AS OPTIONS TO THE PREVIOUSLY SELECTED PREFERRED ALTERNATIVE 1 TO THE I-405 IMPROVEMENT PROJECT
WHEREAS, the Rossmoor Community Services District (District) has previously taken an official position in favor of Alternative 1 and opposition to Alternatives 2 and 3.
WHEREAS, the District has had reliance on the vote of the Orange County Transportation Authority (OCTA) in selecting Alternative 1 which excluded High Occupancy Toll (HOT) lanes as the preferred Alternative in October of 2012.
WHEREAS, the District has been informed that a newly constituted Board of Directors of the OCTA voted in April 2013 to reconsider HOT lanes.
WHEREAS, the OCTA Board of Directors and the California Department of Transportation (Caltrans) has issued a Supplemental EIR/EIS which screens Concepts A and B and reintroduce the potential for HOT lanes.
WHEREAS, the District considers any variation to the I-405 Improvement Project other than Alternative 1 as detrimental to the well being of the Rossmoor community due to the impacts of traffic, noise, light, and air pollution.
NOW THEREFORE, BE IT RESOLVED, that the Board of Directors of the Rossmoor Community Services District strongly opposes any deviation from the previously selected Alternative 1 which excludes HOT lanes.
