Petition for the Fresh Start Initiative: Creating Five New States for African American Empowerment

We respectfully urge you to champion the Fresh Start Initiative, a transformative plan proposing the creation of five new states along Route 66. This initiative aims to address systemic inequities faced by African Americans by providing self-governance, economic empowerment, and cultural autonomy.

A Historic Disparity

With a population of approximately 50 million, African Americans surpass nations like Canada (38 million) and Australia (26 million). Yet, they remain without control over any lands or laws of their own—a people whose contributions have built this nation but who are denied the power to shape it. This stark imbalance reduces African Americans to nothing more than Subjects of America, locked in a perpetual state of subjugation, with no control over their own affairs. They are denied autonomy and self-determination afforded even to the smallest sovereign nations. In contrast, states with much smaller populations like Wyoming (580,000) and Vermont (650,000) govern vast territories with full authority. The Fresh Start Initiative offers a solution, empowering African Americans to govern and build their future with dignity and equality.

The Goals of the Fresh Start Initiative

Our States: Establish five new states, providing African Americans with self-governance and the tools to develop thriving communities and industries.
Our Laws: Initially adopt State constitutions aligned with existing border states listed below to ensure a smooth 10-year transition, with the eventual development of laws reflecting African Americans' distinct values and aspirations after the first 10 years.
Our Leadership: Empower African American veterans with distinguished service records to lead during the foundational 15-year "Under Construction" period.
Our Taxes: Dedicate 50% of federal tax contributions from African Americans to a robust endowment funding these State's infrastructure, industries, and institutions.
Our Emancipation: Achieve full autonomy over African American affairs, free from systemic interference.

Key Features of the Fresh Start Initiative

Route 66 as a Strategic Choice: Route 66, with its historical significance and sparsely populated areas, provides a unique opportunity for carefully planned development with minimal disruption to existing communities. It symbolizes a journey to a new future while leveraging underutilized land for maximum potential.
The new states will be carved out along Route 66 from the borders of existing states, ensuring accessibility and minimal disruption to established communities. The proposed combinations include:

1) Between California and Nevada
2) Between Arizona and New Mexico
3) Between New Mexico and Texas
4) Between Texas and Oklahoma
5) Between Oklahoma and Missouri

Mini-EcoCities and Population Planning:
Five states, each spanning a minimum of 200 square miles, housing approximately 2 million residents per state, will provide homes and opportunities for approximately 10 million African Americans.
Each state will feature 10 Mini-EcoCities, accommodating 200,000 residents per city. These cities, approximately 2.5 miles in diameter, will integrate advanced infrastructure, sustainable design, and self-sufficiency.
Mini-EcoCities will focus on 10 departments tailored to African American needs: 
1) Education
2) Health & Wellness
3) Housing and Development
4) Finance and Business Development
5) Safety and Security
6) Social Welfare and Development
7) Infrastructure and Transportation
8) Youth, Sports, and Culture
9) Labor, Legal, and Public Works
10) Agriculture and Industry

Each state, spanning a minimum of 200 square miles, will carefully allocate space for Mini-EcoCities, green corridors, and agricultural zones. With approximately 10 cities per state, the design ensures balanced development while maintaining open areas for recreation and environmental health. This density mirrors successful urban models in countries like Singapore and the Netherlands.

Veteran Leadership and Unity: Veteran leadership (Enlisted E7 and above or equivalent and Officers 05 and above or equivalent) ensures that the states are guided by individuals with proven leadership skills, integrity, and a history of service. These leaders will partner with civilian stakeholders to create inclusive governance models while fostering a culture of discipline and unity. Their guidance will foster unity, civic responsibility, and patriotism among residents, ensuring progress and cohesion.

Economic Opportunities and Employment Potential: The Fresh Start Initiative will create millions of jobs by establishing new industries, infrastructure projects, and urban centers. These states will drive innovation, entrepreneurship, and manufacturing, transforming into economic powerhouses that pay back the $20 billion annual investment through increased federal tax revenues. This self-sustaining cycle ensures long-term prosperity and growth.

Reducing Gangs, Drugs, and Broken Communities: By offering meaningful opportunities in education, employment, and leadership, this initiative will serve as a powerful deterrent against gangs, drugs, violence, and illicit behavior. It will provide positive alternatives and community support, breaking the cycles of poverty and crime that have plagued too many African American communities.

Strengthening Families and Communities: The Fresh Start Initiative will promote stable communities by reducing single-parent households and emphasizing family development. Access to secure housing, quality education, and well-paying jobs will nurture the growth of complete families, fostering long-term social and economic stability.

Veteran-Led City Halls: To support the remaining 40 million African Americans living outside the new states, 100 Veteran-Led City Halls will be established in cities with African American populations of 100,000 or higher.
These City Halls will mirror the 10 Mini-EcoCity departments, providing mentorship, resources, and strategic solutions for local development: 
1) Education
2) Health & Wellness
3) Housing and Development
4) Finance and Business Development
5) Safety and Security
6) Social Welfare and Development
7) Infrastructure and Transportation
8) Youth, Sports, and Culture
9) Labor and Legal Services
10) Agriculture and Industry

Funding for these City Halls will also be allocated from the Fresh Start Endowment, ensuring they have the resources needed to empower African Americans in urban areas and serve as hubs for community advancement and innovation.

Self-Funded Development: The $1 trillion investment over 50 years represents only $20 billion annually. This endowment is self-funded, ensuring sustainable development without reliance on external groups. The Fresh Start Endowment will provide $20 billion annually for 50 years, ensuring robust funding for infrastructure, industries, and institutions.

Transition to Integration: During the 15-year "Under Construction" period, these states will focus on building comprehensive governance systems, economic frameworks, and cultural identity free from external interference. Afterward, they will integrate fully into the United States, achieving both independence and integration.

Addressing Integration's Shortcomings

Integration alone has failed to deliver the autonomy African Americans need. Instead of fostering empowerment, it has perpetuated systemic dependence. The Fresh Start Initiative offers self-governance as the true path forward, allowing African Americans to establish laws, systems, and institutions tailored to their needs.

Providing a National Perspective

By empowering African Americans to build thriving communities, the Fresh Start Initiative addresses systemic challenges that impact the entire nation. These states will contribute to the U.S. economy, GDP, cultural richness, and global leadership in innovation and sustainability.

Our Request

We respectfully request President Trump to:

1) Issue an Executive Order championing the Fresh Start Initiative.
2) Collaborate with the above-mentioned States and Congress to allocate land and enact the necessary legislation.
3) Establish the Fresh Start Endowment to fund the development of these states and Veteran-Led City Halls.
