CALL FOR ACTION ON THE CLOSURE OF ISLAMIC REPUBLIC OF IRAN EMBASSIES IN THE EU

The Issue

Petition to the European Union: Call for Action on the Closure of Islamic Republic of Iran Embassies
To the European Commission, the High Representative of the Union for Foreign Affairs and Security Policy, and the European Parliament,
We, the undersigned, call upon the European Union to take decisive action regarding the embassies of the Islamic Republic of Iran in Europe. We request the immediate closure of these embassies and the expulsion of their diplomats, due to serious concerns about security and human rights.
I. Context and Legal Foundations
The European Union has formally acknowledged the persistent and serious human rights violations by the Iranian authorities inside Iran via genocide, mass murder, rape and continuting execution of the protestors as well as transnational repression activities conducted by state-linked actors within EU Member States.
These factors are critical for the diplomatic risk assessment and for the coordination of the Common Foreign and Security Policy (CFSP).
II. Grounds Warranting Review
Risk of Non-Compliance with Article 41 VCDR: In various European jurisdictions, Iranian diplomatic missions have been credibly linked to intelligence-related activities that are incompatible with diplomatic functions, as well as surveillance or intimidation of diaspora communities. There are suspicions that some of staff of these embassies are members of the IRGC which has recently been recognised as a terrorist organisation and need to be investigated. 
Protection of Public Order and Fundamental Rights: The presence of foreign state actors engaging in coercive or intimidating conduct abroad poses a risk to public order and can have a chilling effect on the freedoms protected under the EU Charter of Fundamental Rights and the European Convention on Human Rights.
III. Requested Actions In light of the above, we respectfully request that the European Union and the relevant national authorities:
Initiate an inter-agency review of the activities of the Iranian embassies within EU Member States.
Assess the conduct of diplomatic personnel for compliance with Article 41 of the Vienna Convention on Diplomatic Relations (VCDR).
Consider declaring specific diplomats persona non grata, if non-compliance or security risks are identified.
Evaluate appropriate diplomatic measures, including reduction, suspension, or termination of diplomatic presence, in line with national security interests and EU foreign policy coordination.
IV. Legal and Humanitarian Context
We emphasize the relevance of Article 9 of the Geneva Convention and Article 2, highlighting that any diplomatic conduct incompatible with these provisions justifies remedial action.
V. Conclusion In conclusion, we urge the European Union to uphold its commitment to human rights and security by taking the necessary steps to ensure that Iranian diplomatic missions comply with international law and EU standards.
