Living in a condominium in Illinois can sometimes feel like being stuck in a bureaucratic web, where condo boards have too much unchecked power, and owners have limited rights to make necessary changes or hold board members accountable. As a condo owners, we know firsthand how frustrating it is to deal with delayed repairs and restrictive board practices. Many of us have faced the reality of not being able to make timely repairs or challenge board members who fail to adhere to existing laws or have legal elections.

Imagine dealing with a leaky roof or broken elevator, only to find that you're powerless due to a lack of rights. Condo owners deserve a comprehensive Bill of Rights that ensures timely repairs, transparency, and fair treatment. We call on Illinois lawmakers to create such a Bill of Rights to:

- Mandate prompt and efficient repairs within ten days similar to the Chicago RLTO (Residential Landlord and Tenant Ordinance) or an owner can arrange the repairs for the Association to get the bill or pay and get a full reimbursement to protect property integrity and owner safety.
- Strengthen transparency requirements for condominium boards with yearly state requirements for review and audits as a function of the IDFPR, ensuring all owners have guaranteed, affordable access to financial records and meeting minutes and if an owner has to sue for these records over the ten day time frame after requesting these records in writing then the Association will be mandated to pay for all condo owner legal fees as well as provide the copies for free when the request is ignored.
- Protect condo owners from unfair fines and selective enforcement that unfairly target some unit owners over others by requiring documentation of fines to be held along with other condo Association financial documents for ten years.
- Ensure fair and independently verifiable board elections, allowing for unbiased representation including term limits of ten years for any one person to serve on an association board in any capacity. Mandate that all election records in the condo act be held for ten years versus one year as the act is written today.
- Create stronger enforcement mechanisms at the city and state level under the Illinois Department of Financial and Professional Regulation (IDFPR) and penalties to prevent and address misconduct effectively withing thirty days. 
- Tighten oversight over property management practices, ensuring that management companies act in the best interest of all condo owners.

Without these critical improvements, condo owners will continue to suffer under a system where our voices are not heard, and our needs are not met. This Bill of Rights will empower owners, foster community harmony, and protect the substantial investments we make in our homes.
