Forgive parking citations when there is a proof of purchase or provide reduced penalty.

Forgive parking citations when there is a proof of purchase or provide reduced penalty.
The Issue
Students who are working and learning to become the future contributors of society are being penalized unjustly, causing unnecessary psychological and financial harm and distress.
This petition does not necessarily remove a penalty, but broadens the options, allowing paying parking students to continue to enjoy the benefits of parking without being oppressed for occasional or exceptional instances.
Example:
Currently there is a $9.00 day pass fee. One must purchase the ticket and place it in a visible location.
In some instances it falls out of view or a student forgets to place it there, and is cited $65.00, over 6 times the amount of a parking pass in addition to the purchased pass, which is the same amount of citation for a student who did NOT purchase the pass and just parked there.
Charging the same citation fee to a student who fairly paid in full the amount requested is oppressive, excessive, and unlike the character of CSUSM.
