Require trucks hauling Aggregate Materials (rocks/ etc.) to cover in public NO EXEMPTIONS!

Require trucks carrying/ hauling Aggregate Materials (rocks, gravel, etc.) to cover the tops of trucks/ trailers with NO EXEMPTIONS as certain exemptions allow truck drivers to casually dismiss the law through loopholes causing damage to vehicles and bodily harm (or worse) to motorcyclists.
As some of you may have witnessed (or experienced), semi trucks and big rigs towing one, two, or sometimes three trailers full of gravel, rocks, dirt, and other material do not cover up the tops of their trailers. I believe there is a loop-hole that doesn’t require semi trucks hauling more than one trailer to cover their cargo to prevent rocks and other debris from flying out of the trailer if they are contractors, exempt vehicles, or any other type of exemption allowing them to carelessly and inconsiderately haul these items as they fall out and onto the freeways/ roadways.
As a motorist, this is an issue when a ROCK or other hard material comes flying at your windshield, causing it to crack.
As a motorcyclist, this is an issue when a ROCK hits you right in the face or body resulting in injury (or worse).
Please sign the petition to REQUIRE ALL truck drivers hauling rocks, gravel, and other harmful waste to securely cover trucks, trailers, waste area, and any other open factor of the vehicle at ALL TIMES while on public roadways and highways with no exemptions to prevent any loopholes.
