The California Coastal Commission stopped the Pacific Gas & Electric 'Seismic Testing' thank goodness, and now there are many sea otters swimming around with electronic equipment illegally sewn into their bellies! The vivisection and injection of tracking devices and battery packs into their abdomens constitutes harassment and harm, with a very real potential to kill a significant percentage of the limited Southern Sea Otter population.

As a citizen and/or rate-payer, I object to costs associated with the otter study passed through electric rates when they were committed in advance of all necessary permits including that of the California Coastal Commission.

Cut the funds, remove the electronic equipment from the otters, and investigate to find out who 'jumped the gun'. Otters are not listening devices for PG&E!
