Electronic cigarettes are not tobacco products and shouldn't be regulated as such.
From an economic viewpoint, banning the online sale of electronic cigarette goods in California would deal a devastating blow to an industry that is growing very quickly and creating more and more jobs. With the majority of sales in the electronic cigarette industry coming from online sales, the industry is stimulating commerce in California. Placing a ban on those sales only hinders growth.
Further, not allowing users to purchase the goods online forces them to pay higher prices at brick-and-mortar stores. This places unneccessary economic hardship on users, many of them prior cigarette smokers. The increase in cost encourages those users to go back to cigarettes.
