This is a very stable, self-regulating industry that is not in need of legislation that would require professional, practicing makeup artists to undergo further education; certifications; being subjected to random inspections, fines and punishments which would effectively jeopardize their livelihoods driving them out of business or out of California. This bill would be expensive, ineffectual and damaging to an industry that does not require or need this. It will not create jobs, promote safety or sanitary practices, it will criminalize practitioners who already demonstrate professional and safe practices.
