Change the road contractors.  Compulsorily they have to be Civil engineers with Guarenteed work.  It is possible.  Look at Jangali Maharaj road in Pune.  No maintenance since last 25 years.  So it's possible.  Don't let corportors interfere the work.  Take written guaranty from contractor. 

Let govt college of engineering take the responsibility to look after work in progress.  As well pay for that.
