The COVID-19 pandemic has underscored the shortcomings of our agri-food system and the importance of securing the health and nutrition of our most vulnerable sectors.

Hidden hunger, or the lack of key micronutrients, particularly affects young children, especially those who are located in far-flung areas and are often missed by government programs on basic health services and vitamin supplementation. Studies show that chronic malnutrition in children, especially in the first 1000 days of life, adversely affects their physical and mental development. This may have lasting effects on their future productivity and contribute to their whole well-being.

As we continue to find ways for our citizens to improve their health and well-being, we look to additional interventions that can be combined with our existing programs on nutrition for better impact and more sustained delivery. Rice is our staple food and it can be very effective in delivering necessary nutrients because it is what we eat every day.

Ordinary rice is a good source of energy, but it lacks the micronutrients that children need to be healthy and meet their fullest potential. In this regard, we recognize the potential of agricultural biotechnology to provide food sources that are nutritious, accessible, and affordable. One particular development in this field that has the potential to help is Golden Rice, which has been genetically modified to contain beta-carotene, a source of vitamin A, to address the current national issues with Vitamin A deficiency (VAD).  

In support of the ongoing deliberation of Golden Rice (GR2E), this petition will act as a medium to support a pro-science decision. Decades of research have yielded our very own Golden Rice. Furthermore, various rigorous testing around the world, both from public and private organizations, have proved the safety and efficacy of this crop. While it could still take a few more steps in the process before Golden Rice can be commercialized, giving it the necessary permit for commercial propagation will pave the way toward bringing it to the communities who need it the most.
