Cancel/Change the Luna's Howl and Not Forgotten Nerf

In Destiny 2 forsaken we were given two crucible pinnacle weapons, the Luna's Howl and the Not Forgotten. The Luna's Howl was acquired by grinding through a long quest, and then hitting fabled rank in competitive crucible. The Not Forgotten was acquired by completing all of the above, and then getting 500 kills with the Luna's Howl, and then hitting legend rank in the competitive playlist.
These guns were special because they were 180 rpm hand cannons, which normally require four head shots to kill. Their perk allowed them to kill in two head shots and one body shot, allowing them to have an elevated time to kill, if you were precise enough to hit the first two head shots, but severely devastated your time to kill as soon as any shot was missed, allowing you to be killed by any other hand cannon.
In the This Week At Bungie post of 4/25/2019, (https://www.bungie.net/en/Explore/Detail/News/47793) The announcement was made that:
"Magnificent Howl (the unique perk on these weapons) is too effective. It works in a neutral setting and rewards players for getting precision shots—something they would have done naturally. As a result, the time to kill of the game shifts to meet this new benchmark, and players feel that the majority of primary weapons in Destiny 2 cannot compete with these pinnacle weapons.
Our current plan is to make Luna’s Howl and Not Forgotten the only 150 RPM precision Hand Cannons. They will maintain some aspects of their current behavior while taking on the firing speed and damage of the 150 RPM Hand Cannons. Magnificent Howl will also be adjusted so that it increases only body-shot damage, resulting in a two headshot/one body-shot kill. Magnificent Howl will still give an advantage due to requiring less precision hits for optimal time to kill."
This Nerf will SEVERELY cripple both weapons, and here is why:
- LOGICALLY WHY THE NERF IS NOT RIGHT. The magnificent howl perk will not effect head shot damage, and therefore PUNISHES the user for hitting three precision hits in a row. The counter arguement for this is that with the new RPM change it will be able to kill in three head shots anyway, but that both completely makes magnificent howl useless as a perk and reduces the amount of damage you can deal in other activities such as iron banner, where the excess headshot damage could very well help the player.
- OTHERWISE WHY IT SHOULDN'T BE NERFED. Both weapons have their counters. Exotic hand cannons such as The Last Word or The Ace of Spades already contest with these hand cannons already. The nerf would make it so that ANY 150 RPM HAND CANNON can compete with the Luna's Howl or Not Forgotten. This would be understandable if everyone had a Luna's Howl or Not Forgotten, but they don't. The Luna's Howl is hard enough to get on its own, and only a few are able to get the Not Forgotten. This is a console centered nerf and on PC, they don't even dominate crucible right now.
In conclusion, I might not have given all of the best points, but I don't need to. Simply go into any Destiny discord server, and they will give better reasons that I haven't.

"Fabled is hard to get to for a casual player. It's a worthwhile power increase. What they could've done to nerf it is make it require 3 headshots to hit that ttk. A bodyshot would cancel mag howl."
Therefore this nerf should be cancel and/or changed.
