The Issue

CLIMATE INACTION & THE PUBLIC HEALTH CRISIS
The Looming Deadline vs. Status Quo Inaction
The City of Dubuque’s 2040 Master Plan is working on a timeline that the planet simply cannot afford. The global climate clock does not support a slow, decades-long transition. Waiting until 2040 to implement deep ecological changes ignores the immediate accelerating environmental breakdown happening right in front of us. Traditional urban planning continues to build against nature—grading slopes, trapping chemical runoff, and allocating vast resources to high-density developments like commercial data centers that completely misalign with long-term climate resilience. We need an aggressive, immediate overhaul to stop and even reverse the climate clock today.

The Human Cost: Rising Disease and Nutritional Deficits
Our current urban infrastructure is directly making us sick. Iowa is facing a hidden public health emergency, with some of the fastest-rising cancer rates in the nation driven heavily by chemical pesticides embedded in our daily spaces, soil, and water supply. At the same time, industrial food systems have left communities vulnerable to world hunger and severe nutritional deficits due to depleted, chemical-soaked soils that strip food of vital nutrients. Public health cannot be separated from the health of our earth.

THE PROGRESS: GRASSROOTS MOMENTUM
We are no longer just an idea; we are a growing community movement. Following a positive reception at the October 7, 2026, Dubuque City Council meeting, local leadership invited us back to present our formal framework on October 19, 2026. Our public petition has surged to 160 local signatures from neighbors demanding a healthier, chemical-free blueprint for our city. The momentum is shifting, and the community is ready to build Iowa's first true agrohood.

We are no longer just an idea; we are an unignorable community movement. Following a positive reception at the October 7, 2026, Dubuque City Council meeting, local leadership formally invited us back to present our master framework on October 19, 2026.
Our grassroots momentum has captured widespread public attention:
Surging Local Support: Our public petition has officially climbed to 163 local signatures from neighbors demanding a healthier, chemical-free blueprint.
Broadcast & Radio Waves: We have successfully taken our message to the local airwaves via recorded radio appearances to broadcast the core mission of regenerative planning across the tri-states.
National News Interest: The urgency and uniqueness of our mission have broken regional boundaries, prompting national news teams to reach out directly to hear and share the Pioneer Dubuque story.

THE PROPOSAL: WEAVING THE PIONEER DUBUQUE BLUEPRINT INTO THE 2040 PLAN
Instead of waiting for 2040, we propose weaving our community-wide regenerative guidelines into the upcoming master plan immediately. Our actionable, multi-layered ecosystem design combats environmental decline, provides green jobs, and secures local food abundance:
Regenerative Agrohoods & Urban Agriculture: Replacing pesticide-heavy grass lawns with edible front-yard landscapes, food forests, swales, and pesticide-free community gardens.
Self-Sustaining Architecture: Integrating radical, self-taught building techniques like Earthships into local development—homes using thermal mass for zero-fossil-fuel climate control and advanced rainwater harvesting.
Circular Food & Eco-Systems: Deploying neighborhood-scale aquaponics and hydroponics for year-round clean food, alongside intensive mass composting to restore dying soils.
Biological Remediation: Establishing a Mycelium Textile Diversion Hub to clean organic waste streams biologically, and deploying passive bio-shelters to protect our regional ecosystems.
Pollinator Protection: Cultivating dedicated safe butterfly sanctuaries and partnering with local bees to restore biodiversity across the Dubuque bluffs.
Resident-Led Education: Training our community directly in permaculture and agroforestry, ensuring everyone understands the vital health benefits of sourcing food directly from the land.
