The Issue

The city is dangerously hot, and lives are in danger, and we need to block out the sun quickly before it is too late. London has hit 39 degrees, and even at midnight, houses are at 28 degrees. The weather is getting hotter and hotter with no end in sight, but the city was not built for these conditions. If the weather hits 50 degrees, it could lead to an extinction-level event.

We should create a giant reflective disk that will shield the city from the sun.  The disk doesn't have to cover the suburbs, just the center part of the city, as that is where the heat is worst.  I think aluminium would be the best metal as it is lightweight, so a steel base could support it, it is cheap compared to other metals, it is reflective, and it doesn't rust.

Plus, the disk will pay for itself because it will be covered in solar panels, providing the city with free energy. In the winter, it can be in standby mode and use the solar energy to provide citizens with free heating, since no one can afford to use radiators anymore.  The creation of the disk will also create millions of jobs, boosting our failing economy and reaffirming Britain as a global manufacturing superpower once again.

Some people argue that such a disk would be impossible due to wind drag, making it act as a giant sail, and the sheer weight of that much material would crush the steel base.  So, if a single disk is impossible, then instead of one giant disk, we can split it up into smaller interlinked square sections and build them on top of pre-existing buildings. This way, we could avoid the windsail effect and any weight issues. The disk/s must be made of aluminium as it is reflective, cheap, attainable and rust-proof. 

If things keep getting hotter, they could reach 50 degrees, which would be fatal for the whole city, so we may as well attempt to build the disk before we all die a horrible death from being slow-cooked alive in our own houses. I admit this seems like an extreme solution, but extreme times call for extreme measures. We must protect ourselves because if the summers keep getting hotter year after year, we will hit 50 degrees, and then we will all die an agonising death.
