La Corporation des Propriétaires Immobiliers du Québec (CORPIQ), au nom des propriétaires locatifs de la province, exprimons de vives préoccupations face à l'annonce récente du gouvernement fédéral concernant l'augmentation du taux d'inclusion des gains en capital excédant 250 000 $ par an, passant de 50 % à 66 % à partir du 25 juin 2024. 

En réaction, le gouvernement provincial a finalement annoncé qu'il ajustera le régime fiscal québécois pour l'harmoniser avec plusieurs mesures proposées dans le budget fédéral. L'augmentation du taux d'inclusion des gains en capital fait partie de cette harmonisation. 

Selon la CORPIQ, cette mesure injustifiée et inéquitable risque d'affecter sévèrement les propriétaires locatifs de la classe moyenne pour qui leur plex constitue l'essentiel de leur plan de retraite. 

Alors que les propriétaires québécois peinent d'ores et déjà à maintenir le parc locatif abordable, ne disposant souvent que du produit de la vente à long terme pour justifier leur engagement continu sur le marché locatif, l'adoption de cette mesure serait un coup sévère porté à l'équilibre fragile du marché. 

À la poursuite d'un équilibre et d'une recherche de stabilité dans un marché locatif résidentiel déjà fragilisé, nous demandons instamment au gouvernement fédéral d'apporter des modifications au budget déposé, de manière à exclure les plex de cette majoration.

Cette pétition a été créée par M. Eric Sansoucy, au nom de la Corporation des Propriétaires Immobiliers du Québec, association réunissant plus de 30 000 propriétaires et gestionnaires,  possédant près de 600 000 logements et condos locatifs à travers le Québec.

The Corporation des Propriétaires Immobiliers du Québec (CORPIQ), on behalf of the province's rental landlords, express deep concern over the federal government's recent announcement to increase the inclusion rate on capital gains in excess of $250,000 per year from 50% to 66% as of June 25, 2024.

In response, the provincial government has finally announced that it will adjust the Quebec tax system to harmonize it with several measures proposed in the federal budget. The increase in the capital gains inclusion rate is part of this harmonization.

In CORPIQ's view, this unjustified and unfair measure is likely to have a severe impact on middle-class rental owners, for whom their plex is the cornerstone of their retirement plan.

At a time when Quebec landlords are already struggling to maintain affordable rental stock, often with only long-term sales proceeds to justify their continued commitment to the rental market, the adoption of this measure would be a severe blow to the fragile balance of the market.

In the pursuit of balance and stability in an already fragile residential rental market, we urge the federal government to amend the tabled budget to exclude plexes from this mark-up.
