Illinois has a "Truth-in-Sentencing" mandate (even for juveniles) which means that they are not eligible for parole at all. Illinois has one of the highest population in prisons in the country. There are thousands of black males in Illinois prisons with 60, 70, 80 year sentences.....aka mandatory life sentences. Although there is a current parole reform bill House Bill 531, it is not retrospective for these men that have served decades with no hope. Mandatory life sentences violate the proportionate penalties clause of the Illinois Constitution which provides that "all penalties shall be determined both according to the seriousness of the offense and with the objective of restoring the offender to useful citizenship. "
