

Allow dog off-leash hours before 9 am and after 9 pm.
The Issue
Most of the major parks in Brooklyn have off-leash hours before 9 am and after 9 pm (including Prospect Park, Fort Greene Park, and Cadman Plaza Park). Brooklyn Bridge Park does not, though the Park is virtually empty early in the morning and late in the evening, aside from some joggers and commuters.
Dog owners in DUMBO, parts of Brooklyn Heights, Cobble Hill and Carroll Gardens do not have a good-sized park with off-leash hours and greatly need one. Brooklyn Bridge Park has a small dog run that is inadequate for exercise for mid-size and big dogs.
It would be a wonderful addition to the nearby neighborhoods to establish off-leash hours in Brooklyn Bridge Park. The vast majority of dog owners are responsible: they clean up after their dogs, monitor their dogs' behavior for the safety of other dogs and people, and respect the parks.
