BSPA - Sort out the mess that is British Speedway

British speedway is on its knees. Fans are disappearing in their droves. The league structure is unbalanced and incoherent. The top riders, bar a handful no longer wish to race in the UK. The rule book is cluttered and unmanageable, run by the BSPA is it any wonder promoters will try and get one over on another promoter? The sport needs an independent governing body, with more powers than the SCB that actually enforces a slimmed down rulebook for the good of the sport. One rule, for all, observed by all.
Scrap the stupid tactical ride rule and bring back proper tactical substitutes. Give team managers something meaningful to do during matches rather than just swapping reserves around. Reintroduce proper averages for Premiership (First Division) and Championship (Second Division) teams rather than these stupid inflated averages to reflect the supposed higher strength of Premiership teams. All it needs is a fixed conversion factor between the leagues, as has been used in the past.
Limit the amount of times a rider can guest for other clubs during a season.
Bring in fixed race nights for Premiership teams in an effort to encourage the top riders to return and make the league more attractive.
Every year we hear after the BSPA conference, we've sorted it, all will be well from the coming season. What happens? Every year it is worse than the previous year.
