Many dogs are being stolen and sold.  If you own  dog you will know the heartache the loss of a dog can cause.  People are being assaulted in order for the dogs to be taken from them.  The dog licence must be reintroduced at a acceptable price, it needs to be recorded on a data base by its licence number, this licence must be obtained when a puppy is born, a physical copy of the licence must be held by the dog owner/breeder, the microchip number must also be recorded along side the licence number.  On the animal being sold to new owner, the licence must be updated with new owners address.  No dog should to be given free to good home, that must be outlawed.  Licence must always be shown on the sale of the animal. No licence would then mean that person does not have the right to sell the animal.
