The Issue
260,000 Kansas were uninsured as of 2021. House Bill 2459 provided a universal, single-payer health insurance program for Kansans. It would have created the Kansas Health Advisory Council, a board which would advise the legislature and associated systems on the development and implementation of the program. It would have provided unemployment or re-training for individuals affected by the implementation of the bill and would have created a new Kansas Health Tax, consisting of a payroll tax and income-based tax as well as a new Kansas Health Trust Fund. HB 2459 was referred to the Commitee on Health and Human Services on January 10th, 2022. It has since "died." In order for this bill to be passed it has to be reintroduced by another representative.
