

Bring The Paw Queen Kingdom to Boulder city
The Issue
We, the undersigned residents, business owners, pet owners, customers, and supporters of Boulder City, respectfully ask the City of Boulder City to adopt the necessary zoning-text amendments—and subsequently consider the required conditional-use approval—to allow the Paw Queen Animal Kingdom to operate at 1404 Colorado Street.
The Paw Queen Animal Kingdom is a proposed canine wellness, recreation, grooming, daycare, boarding, enrichment, and hospitality destination that would redevelop and improve an existing commercial building of approximately 24,500 square feet.
The project is being developed by James Robbins and LilaJean Olpp, owner and master groomer of The Paw Queen. LilaJean is a Nationally Certified Master Groomer with 24 years of professional experience. The existing Paw Queen has served more than 300 dogs, maintains a waiting list of more than 100 dogs, and commonly has a six-to-eight-week wait for new grooming clients. Customers already travel from communities including Pahrump and Mount Charleston to receive Paw Queen services.
The proposed Paw Queen Animal Kingdom would bring multiple professionally operated canine services together at one controlled commercial location, including:
Private luxury grooming suites
Self-wash stations
Indoor open-play and private enrichment areas
A climate-controlled walking track and canine fitness rooms
Structured dog daycare
Luxury boarding
Training and enrichment spaces
A Barkery and specialty pet-retail store
Carefully planned outdoor recreation and exercise areas
This project would provide meaningful benefits to Boulder City by:
Revitalizing and completing an existing commercial property
Creating approximately 25–30 local jobs
Generating additional local economic activity and tax revenue
Supporting nearby businesses and service providers
Giving Boulder City residents access to comprehensive canine care in their own community
Attracting responsible pet owners and visitors from throughout Southern Nevada
Establishing Boulder City as a destination for high-quality canine wellness and care
We support responsible development. We recognize that the project must comply with applicable building, fire, health, safety, parking, noise, drainage, historic-preservation, animal-welfare, and operational requirements. We support reasonable conditions designed to protect neighboring properties and preserve Boulder City’s community character.
The requested zoning amendments would not constitute automatic approval of every animal-related business or eliminate the City’s authority to review individual projects. They would create an appropriate regulatory path through which professionally planned canine grooming, daycare, boarding, recreation, and wellness uses can be evaluated and approved with appropriate safeguards.
Accordingly, we respectfully ask the Boulder City Planning Commission to recommend, and the Boulder City Council to adopt, the zoning-text amendments necessary to permit these uses within the applicable commercial zoning district. We further ask the City to give fair and favorable consideration to the Paw Queen Animal Kingdom at 1404 Colorado Street through the required public-review and conditional-use processes.
