Bring non scholarship D2 football to state universities in California.

Bring non scholarship D2 football to state universities in California.
The Issue
The State of California has the 4th largest economy in the world. Even so, state universities started closing football programs 25 years ago due to budget constraints and title 9.
Here’s what they failed to realize: Football is one of the few routes which provide minority men the ability to attend college, further their education and develop skills that will be needed throughout adulthood. It's no secret that male enrollment, specifically minority male enrollment, has decreased over the past 25 yrs in California State Schools. In addition to a decrease in enrollment, male graduation rates have also decreased at majority California state schools. The statistics distinctly show that football is a major draw for young men to
attend these universities.
The thought that a football program affects a schools bottomline negatively is inaccurate and has to be looked at deeper. Football increases entertainment value, boosts school moral, and generally increases the number of potential applicants annually. When Athletics departments market correctly, the monetary value each university can eventually receive from the establishment of a football program alone should hold weight to make this change a no brainer.
