The Issue

Eleven dogs were taken from a home in East Liverpool, Ohio, after responders found them with no water, surrounded by waste and breathing air thick with ammonia. One dog was so ill that a veterinarian recommended it be humanely euthanized. The Columbiana County Prosecutor's Office and East Liverpool's city prosecutor have the power to make sure this case is taken seriously. They should pursue every charge Ohio law allows.

According to the Columbiana County Humane Society, every dog in the home was badly dehydrated. As soon as the front door opened, three of them ran straight for a dirty tub of old rainwater outside. Indoors, waste had dried so hard that crates were stuck to the carpet, and an ammonia meter measured 61 parts per million. The humane agent said the air made eyes burn and breathing hard, even through a mask. The dogs had no way out.

The agent cited multiple violations of Section 959 of the Ohio Revised Code, the state law that protects companion animals, and all 11 dogs were impounded. The first report described four or five dogs. The real number was more than double that.

Ohio already has laws against this kind of neglect, but they only protect animals when they are enforced. A full prosecution sends a clear message across Columbiana County: leaving dogs without water or clean air is a crime, and it will be treated like one.
