The Issue
Let them stay: A call to stop stray dog displacement
We are witnessing a deeply upsetting and unlawful act unfolding in New Delhi. Community dogs, including helpless two-month-old puppies, have been picked up by the New Delhi Municipal Council (NDMC) and have not been returned.
This act is not only distressing and inhumane, it is also in direct violation of the Animal Birth Control (Dogs) Rules, 2001, framed under the Prevention of Cruelty to Animals Act, 1960. These rules clearly prohibit the relocation of stray dogs from their established territories, especially those that are sterilized and vaccinated.
Each year, many stray dogs suffer and die due to illegal displacement. They are removed from the only homes they’ve ever known, their streets, their communities and left in unfamiliar, often dangerous conditions. This isn’t just a legal issue. It’s a matter of compassion and dignity.
We, as citizens who care for our animals and stand for their rights, are calling on the NDMC to:
1. Immediately stop the unlawful removal of stray dogs
2. Return the displaced dogs, including the puppies, to their original locations
3. Ensure full compliance with the ABC Rules moving forward
