The Issue

For more than a decade, live sidewalk musicians have contributed to the character, energy, and success of the Bishop Arts District. This music creates an inviting atmosphere, supports local performers, and encourages visitors to stay longer and support neighborhood businesses.

Bishop Arts is, quite literally, an arts district. Supporting visual art, culture, and creative expression should include supporting the art of music. Yet the current policy makes it difficult for musicians to share their work with the public in the very district that celebrates the arts.

Recently, the City of Dallas began prohibiting musicians from using portable amplifiers on the sidewalk. Although musicians may still perform acoustically, many singers cannot be heard over normal street traffic, crowds, and surrounding activity without amplification. This restriction has effectively eliminated a longstanding part of the Bishop Arts experience and has negatively affected local businesses and working musicians.

Although musicians may still perform inside local businesses, indoor music does not create the same welcoming atmosphere for visitors walking through the district. Sidewalk music adds energy to the entire neighborhood, supports foot traffic, gives working artists a public platform, and is a distinctive part of the Bishop Arts experience.

We are asking the Dallas City Council to amend or clarify Dallas City Code Sections 30-2 and 30-4—or establish a Bishop Arts weekend pilot program—to permit responsible amplification for sidewalk musicians in designated entertainment and cultural districts.

Reasonable guidelines could include:

Performances limited to Fridays, Saturdays, and Sundays
Hours of 5:00 p.m. to 10:00 p.m. on Fridays
Hours of 12:00 p.m. to 10:00 p.m. on Saturdays
Hours of 12:00 p.m. to 8:00 p.m. on Sundays
One to four musicians per performance
Portable amplifiers only
No subwoofers
Performers and equipment positioned so pedestrians can pass safely
Reasonable and enforceable volume limits
Prompt volume reduction when requested by enforcement officials or in response to a verified noise complaint

We are not asking for unlimited noise. We are asking for a fair policy that protects nearby residents and pedestrians while preserving the live music that has helped make Bishop Arts one of Dallas’s most distinctive destinations. A district that identifies itself with the arts should not exclude the art of music from its public spaces.

We respectfully request that the District 1 City Council office and the Dallas City Council’s Quality of Life, Arts, and Culture Committee review this issue and develop a reasonable exception, permit process, or weekend pilot program for responsible sidewalk musicians. Supporting live music would honor Bishop Arts’s identity, strengthen local businesses, and ensure that working musicians remain part of the district’s cultural life.
