Bring back a formal dog owning licence U.K.

Bring back a formal dog owning licence U.K.
The Issue
Below is a link to a video of a dog attack , please watch this. Having worked and being in a family run kennels (my grandparents kennels which was open for 30+ years) including dealing with strays from the council here and there and on my third rescue dog, it is happening too often now (lockdowns and back hand breeders who flog them on for financial gains has intensified this). I know something drastic needs to change in regards to how dogs are bred, sold and in turn trained and raised. Especially those breed that are more complex than others such as the bull breeds.

I’ve just watched this horrific video and quite frankly I feel angry and traumatised. Another irresponsible human with an out of control bull breed. It’s not the dogs fault for the majority of this and the dog felt threatened…but it still attacked, untrained and is therefore dangerous.
1. Off lead in a place with horses is the worst thing especially when you know what they were originally bred and used for.
2. I’m not judging but guaranteed that dog is not being stimulated enough at all and is not trained, no re call = no off lead. Being off lead to your dog is a privilege.
3. BRING BACK THE DOG LICENCE - a licence where you have to be assessed as a responsible adult to own any dog and that you are willing to say neuter your animal once they have reached their maturity.
4. Breeders seeing money (lockdowns have made this worse) and then flogging them on to anyone needs to stop (if only it was easy). If you are a breeder then get responsible and actually vet WHO will be buying the dog off you. For example a thorough home check, formal id, proof of address and checks through out the animals life.
The amount of dogs with un cropped ears concerns me and that needs to be addressed as you can never tell their emotions. Why are we still seeing so many if it is “banned”‘ over here. It’s too much of a risk to human and other animals lives now and it needs to stop and these people importing such animals has to be clamped down on.
My dog is great but I know she’s wary of certain people she doesn’t know and that is something that we are currently and will continue to work on. I will never take risks and will always keep her on lead unless I am 100000 percent certain nothing and no one would be at risk.
People really do need to become responsible and actually make an effort to raise , nurture and train their dog right.
More and more of these attacks are happening and there needs to be a formal licence brought back for anyone to own any dog which involves strict regulations such as requirements to attend intensive training classes with your dog. The law needs to get stricter in regards to fines being more hefty and prison sentences especially if their animal has attacked due to being untrained and off lead in an unsuitable environment. If their dog attacks like this in this video with a dog who is barely one , then they should be barred from owning a dog ever again and that this should be regulated.
