Update:12/08/18- Abuser C/O Collins found out Mr.Cooper has filed a case and a motion for a Temporary Restraining Order against him so he has moved Cooper out of the prison and kept All his property including his legal/personal papers which he order2 others to move into his office. How is this man still working?

This is a plea from the inmate Israel Cooper to Brian Moran, he wrote this letter only to have the staff bring it back to him and tell him to drop the issue.

Dear Mr. Moran, I thank you for initiating some type of response concerning the biological sexualized assaults on my person by C/Os Bray and Maloney. On 4/9/18 and C/Os Webb and Tackett on 4/31/18. As you are aware Larry Collins our unit manager has been behind lying and  telling others I am a child rapist to encourage assaultive behavior from inmates as evidenced from these 2 events in which inmates conspired with these officers to assault me with semen and feces and handwritten letters detailing murder and rape to my person. As you know I was diagnosed with a sexually transmitted disease after blood tests were done after contact with these inmates biological fluids. I did not have any such STDS on any prior lab works! The issue is the investigators Lt. Fannin and R. Bentley are on Prea reports for failing to follow Prea procedures, are on Prea calls for not collecting the biological evidence which is to date 8/15/18 still in my possession preserved for collection! They cannot investigate misconduct of prison officials when they are the subject of the complaint. This creates a conflicts of interest. Interestingly, recently both investigators came to my door showing me a letter I wrote to you and told me to drop these issues. If you were not aware, I reported on recorded statements to Prea on 5/01/18 that Larry Collins pulled me to his office and threatened to plant weapons in my cell if I did not withdraw Prea complaints made against him and his officers.  It is on Recording. The very next day he sent officers to my celll where 2 weapons were "found" in my shower bag which had already been inspected on video! Two pieces of metal that match nothing available at Red Onion or my propery or anything I have access to! They charged me for these weapons, Warden Kiser upheld blatant violations of due process. They used fabricated charges to not only reduce my status but remove all my phone, electronic privileges for over 10 months to keep me from calling for help or emailing my Attorney Alan Binger ESQ. After your inquiry, the same investigators, Bently and Fannin are yet again investigating THEMSELVES to cover up for their own actions as well as their friends who work here. They demanded I write a statement for them withdrawing my complaint. They told me to write I have no civil action pending which I don't YET. They have promised to transfer me out of state yet this has still not taken place. They continue to rack up 8-10 charges simply for calling the Prea Hotline and reporting these attacks. They charged the victim of a crime! This is all not Just to a victim! In conclusion, I have people advocating on my behalf to ensure these officials who have not been penalized in any way for their parts in the assaults (which are on Rapid Eye Video) they still work here and have access to me daily! I am asking your offices to order a transfer for me to anywhere else in the state of Virginia until such time I am transferred out of state which is currently bogged down in Richmond under Ms. Tiffany Collins. I fear for my life and safety. Any hopes of good time or parole has been greatly diminished by these weapons the planted and the list of charges for "abuse of the phone" for calling and reporting their staff. Please act accordingly for safety's sake.
