How many people and horses have to be injured or killed for change to take effect?!!!

License plates should be required for a small fee on horse drawn buggies. They should also have to have the horse "inspected" or checked for health by a veterinarian prior to forcing into extensive labor. They should also not be allowed on high traffic roads that endanger the people and horses lives. Many other states require plates on the back of buggies. They should not be allowed to be anonymous which makes reporting of unsafe conditions or animal abuse almost impossible. 

Here is a link to an article in Indiana where plates are required. This is not about generating a bunch of income for the state, this is about making all citizens responsible for their actions and ensuring the safety of all citizens and animals.

Many accidents are caused by buggies each year as well as many animal abuse situations not being reported because these buggies are not registered. Make them accountable like everyone else!

Making horses pull oversized loads like carriages is cruel. Horses are forced to toil in all weather extremes, dodge traffic, and pound the pavement all day long. They may develop respiratory ailments because they breathe in exhaust fumes, and they can suffer debilitating leg problems from walking on hard surfaces

Horses have been seen collapsing under exhaustion and continually whipped in and around Lancaster county. These events are usually not reported due to lack of plates on the buggies. Help us change this, be a voice for the animals who have no voice!!!
